SCOPE OF POSITION:
The Assistant Director of Human Resources is located at the Comanche Nation Entertainment
(CNE) corporate office and serves as the second-in-command of the Human Resources
Department. This position assists the Director of Human Resources in leading departmental
operations, implementing strategic initiatives, managing enterprise Human Resources projects,
improving operational effectiveness, and ensuring the Human Resources Department delivers
consistent, high-quality services throughout the organization. The Assistant Director works
collaboratively with Human Resources leadership to analyze departmental performance, lead
cross-functional projects, improve processes, support organizational initiatives, and ensure
Human Resources programs and services align with CNE's operational and strategic objectives.

DUTIES AND RESPONSIBILITIES:
The following are significant duties and are not intended to be all-inclusive or restrictive.
Assists the Director of Human Resources in providing leadership, direction, and
operational oversight of the Human Resources Department.
Assists in ensuring the Human Resources Department operates efficiently, effectively,
and consistently in support of organizational and departmental objectives.
Serves as the operational liaison between Human Resources leadership and Human
Resources staff to promote communication, accountability, collaboration, and continuous
improvement.
Partners with the Director of Human Resources to develop, implement, and evaluate
departmental goals, strategic initiatives, and operational priorities.
Leads and manages enterprise Human Resources projects from planning through
implementation, including developing project plans, coordinating resources, monitoring
progress, resolving obstacles, and ensuring project objectives are achieved.
Coordinates cross-functional Human Resources initiatives with operational leadership,
Tribal departments, vendors, and external partners to support organizational objectives.
Prepares executive reports, dashboards, presentations, and recommendations regarding
Human Resources operations, projects, and organizational initiatives.
Reviews departmental workflows, operational processes, and service delivery methods
to identify opportunities for increased efficiency, consistency, automation, and customer
service.
Assists in developing, implementing, interpreting, and evaluating Human Resources
policies, procedures, programs, and best practices.
Provides guidance and support to Human Resources leadership regarding policy
interpretation, organizational issues, operational challenges, and Human Resources best
practices.
Assists with complex workplace investigations and other sensitive matters as needed.
Monitors departmental compliance with applicable Tribal, federal, and applicable
employment laws, gaming regulations, CNE policies, and internal operational standards,
as applicable.
Assists in developing departmental budgets, staffing recommendations, operational
plans, and organizational improvement strategies.
Assists with evaluating departmental performance, establishing key performance
indicators (KPIs), and monitoring progress toward departmental goals.
Represents the Director of Human Resources in meetings, committees, and
organizational initiatives as assigned.
Acts on behalf of the Director of Human Resources during absences or as delegated.
Maintains productive working relationships with Tribal departments, operational
leadership, regulatory agencies, benefit providers, and external partners, as applicable.
Maintains the confidentiality and security of personnel, payroll, medical, and other
sensitive organizational information.
Performs other duties as assigned.


SUPERVISORY RESPONSIBILITIES:
Dotted-line oversight of Human Resources staff for assigned projects, initiatives, or
operational responsibilities as delegated by the Director of Human Resources.

REQUIRED EDUCATION, EXPERIENCE, AND COMPETENCIES:
Bachelor's Degree in Human Resources, Business Administration, Organizational
Development, or a related field.
Seven (7) years of progressively responsible Human Resources experience, including at
least five (5) years in a Human Resources management role.
Demonstrated experience leading enterprise Human Resources projects, strategic
initiatives, and cross-functional organizational improvements from planning through
implementation.
Demonstrated knowledge of Human Resources principles, employment laws, employee
relations, organizational development, workforce planning, and Human Resources best
practices.
Experience using Human Resources Information Systems (HRIS), preferably Paycom or
a comparable system, and Microsoft Office Suite.
Excellent leadership, analytical, organizational, project management, communication,
and problem-solving skills, with the ability to exercise sound judgment, maintain
confidentiality, and effectively manage sensitive organizational matters.
Must possess and maintain a valid driver's license and be insurable under the
Comanche Nation Entertainment insurance carrier.
Must obtain and maintain all licenses, certifications, and permits required by CNE,
including a Comanche Nation Gaming Commission (CNGC) Gaming License, as a
condition of continued employment.
PREFERRED EDUCATION, EXPERIENCE, AND COMPETENCIES:
Master's Degree in Human Resources, Business Administration, Organizational
Development, or a related field.
Professional certification such as SHRM-SCP, SPHR, or a comparable senior Human
Resources credential.
Experience in the gaming, hospitality, resort, or Tribal enterprise industry.
Experience supporting enterprise or multi-location Human Resources operations,
including organizational change management, process improvement, HR technology
implementations, departmental budgeting, and executive reporting.


PHYSICAL/ENVIRONMENTAL DEMANDS AND WORK ENVIRONMENT:
The Assistant Director of Human Resources regularly communicates and exchanges
information with Team Members, leaders, coworkers, Tribal representatives, regulatory
agencies, and external partners and operates a computer and other office equipment. Work is
primarily performed in a corporate office environment but requires regular travel to CNE
properties. The position may require work throughout operational areas where there may be
flashing lights, varying noise levels, smoke-filled environments, and constant surveillance.
The Assistant Director of Human Resources must be able and willing to work evenings,
weekends, and holidays as business needs require. The position may be exposed to the risks
associated with resolving complex or sensitive matters involving Team Members, leaders, or
guests.
