Job description

Job Title: Business Portfolio & Value Manager
Location: Vienna, VA
Type: Contract
Compensation: N/A

Responsibilities

  • Govern business portfolios by developing and implementing frameworks, methodologies, and measurements for proposing, approving, and reviewing projects, programs, and services.
  • Lead and facilitate cross-functional planning to support discussions among project owners, including resource allocation, dependencies, and sequencing across portfolios.
  • Coordinate and synchronize portfolios through regular planning sessions to provide a clear understanding of current work streams, backlogs, and outcomes.
  • Monitor processes, tasks, and metrics related to business portfolios, measuring performance against scope, budget, time, and resources.
  • Develop best practices and principles for governance to increase performance and reduce operating costs, ensuring process efficiencies.
  • Recommend and develop project and portfolio management processes to ensure on-time, within-budget delivery of critical initiatives.
  • Ensure transparency of project portfolio status to facilitate fact-based decision making by leadership.
  • Assess portfolio performance for compliance with policies, procedures, and service level agreements, ensuring consistent delivery of objectives.
  • Set standards, enforce accountability, and support transformation initiatives to achieve strategic goals.
  • Develop executive reporting and metrics focused on complex visual depictions of data.
  • Partner with internal and external stakeholders to support and enable change management initiatives.
Requirements
  • Significant responsible experience in Portfolio Management Office, Strategy Realization Office, or similar function within a large organization, preferably financial services.
  • Advanced knowledge of project lifecycles and management methodologies (e.g., Agile, SDLC, SAFe, Lean Portfolio Management).
  • Ability to work independently in a matrixed environment.
  • Expertise in Project Portfolio Management.
  • Strong influencing, negotiation, and persuasion skills to reach positive outcomes.
  • Proven ability to build effective relationships through rapport, trust, diplomacy, and tact.
  • Excellent judgment and initiative to make sound decisions.
  • Use of innovative thinking to solve problems and facilitate decision-making.
  • Proven ability to produce results, achieve objectives, and analyze business requirements for solutions.
  • Excellent presentation skills for conveying findings and analysis clearly and concisely.
  • Critical thinking, analytical, and problem-solving skills.
  • Ability to adapt to conflicting requests and changing requirements.
  • Verbal, interpersonal, and written communication skills at an expert level.
  • Proficiency in Microsoft Office Suite and Azure DevOps (ADO).
  • Experience with business intelligence tools such as Power BI or Tableau.
  • Bachelor’s degree in Computer Science, Engineering, Information Technology, or related field; Master’s degree preferred.
