Type: Full TimeLocation: Rockville, MDOvertime Exempt: YesReports to: ARMADA HQSecurity Clearance Required: Tier 5 Public TrustActual place of performance is to be determined by the Government; however, work is anticipated to be performed within the National Capital Region (NCR).**********************CONTINGENT UPON AWARD********************ARMADA is seeking an experienced Assistant Project Manager to support the Department of Health and Human Services (HHS), Program Support Center (PSC), Real Estate, Logistics, and Operations (RLO), Intake, Suitability, and Badging Services (ISBS). This position provides leadership and operational support for a mission-critical personnel security and badging program, assisting the Project Manager with overseeing daily operations, managing staff, supporting Government stakeholders, and ensuring contract requirements are successfully executed.Duties & Responsibilities:The Assistant Project Manager will work with the Project Manager to perform the duties below. Consult with ISBS COR, ISBS Program leadership, managers, DCS Operations Lead, and technical personnel to fully define, interpret, and implement organizational requirements. The Assistant Project Manager will plan, organize, coordinate, and control overall activities of programs and projects, ensuring that all projects are delivered within scope, time, and budget constraints. Provide technical direction and management oversight to ensure that all efforts conform to the terms and conditions of the contract and individual TOs. The Assistant Project Manager will monitor and report on work accomplishments and cost and labor hour status. Investigate reported problems and initiate actions to provide expedient resolution. Provide management representation and leadership in respective project meetings with Government stakeholders. The Assistant Project Manager will perform internal planning and provide guidance and management structure for tracking progress of assigned work. Plan, organize, and provide oversight for the successful completion of program and project activities, goals, and objectives. Manage and hold teams accountable. The Assistant Project Manager will produce metrics, volume, and logistics reports on a monthly or quarterly basis depending on the request of the COR and the Program Office. Perform staffing and hiring tasks for the project.The Assistant Project Manager will serve as first line supervision of a group of Team Leaders of the various ISBS roles and areas. Assist the PM in monthly KPI report to the COR for all areas they are overseeing for up to a team of over sixty (60) contract staff.Assist the PM in monthly staff updates with current assignments by 25th of every month.The Assistant Project Manager will meet with the COR and Federal Program Management biweekly or as directed by the COR to provide current operational status.The Assistant Project Manager will assist the PM in notifying the COR and Federal Program Management of staff or assignment changes within 8 business hours.Other duties as assigned.Knowledge, Skills and Abilities (KSAs):Ability to work effectively with Government leadership, technical personnel, and contractor staff. Strong written and verbal communication skills.Ability to manage multiple priorities in a fast-paced environment.Proficiency with Microsoft Office applications. Minimum Education/Experience:Bachelor's Degree preferred, not required.Five (5) years of relevant experience managing programs and/or projectsPreferred Experience:Experience supporting a federal government contract. Experience leading or supervising multidisciplinary teams. Experience supporting personnel security, suitability, credentialing, or HSPD-12 programs. Experience preparing performance metrics, reports, and executive briefings.
