We are seeking a Functional Analyst (Journeyman) to support our customer's operations at Offutt AFB, Nebraska. This effort provides our Government customer with Advisory and Assistance Services. This position will be on-site and will require a Top Secret (TS) security clearance with eligibility for Nuclear Command and Control/Extremely Sensitive Information (NC2/ESI), Sensitive Compartmented Information (SCI), and SAP security accesses. 

Position Summary

The Functional Analyst provides operational and instructional support to the Customer's Training Office by planning, developing, implementing, and evaluating individual and collective training programs that support mission readiness and certification of Customer Battle Staff personnel. The position serves as a subject matter expert in assigned functional mission areas and contributes to exercise planning, scenario development, curriculum maintenance, and training assessments in support of the Customer's Annual Training Plan (ATP).

Primary Responsibilities

The Functional Analyst shall:

  • Plan, coordinate, and prepare initial and recurring training for Watch Officers and Staff personnel.
  • Develop, update, and maintain lesson plans, instructor guides, workbooks, examinations, and training materials.
  • Support certification and evaluation programs for functional mission areas including:
    • Emergency Actions (EA)
    • Communications (COMM)
    • Strategic Operations (SOPS)
    • Current Operations (COPS)
    • Intelligence
    • Team Chief operations
  • Support Collective Operations Team training involving onboard voice, data, video communications, and capabilities.
  • Assist with transportation of classified training materials in accordance with security procedures.
  • Assist in planning and executing participation in organization, Joint Staff, interagency, and national-level exercises.
  • Develop and maintain scenarios supporting training, certification, and operational exercises.
  • Conduct Initial Qualification Training, Mission Qualification Training, and recurring refresher training.
  • Review and revise instructional materials to ensure compliance with current doctrine, directives, and procedures.
  • Maintain lessons learned databases and assist in identifying training deficiencies.
  • Assist in developing Annual Training Plans and revisions.
  • Coordinate Computer-Based Training scheduling and updates.
  • Evaluate training effectiveness through assessments, certification events, and operational feedback.
  • Recommend improvements to curriculum, instructional methods, and training emphasis based on operational changes
  • Support section-specific and Battle Staff certification planning and evaluation events using NPES scenarios.
Qualifications

Required Qualifications

  • Three (3) or more years of experience supporting airborne or fixed-site command and control operations, continuity planning, mission execution, or operational program management within a Department of War (DoW) environment.
  • Minimum five (5) additional years supporting USSTRATCOM or the National Military Command System (NMCS).
  • US Citizenship.
  • Active Top Secret clearance with SCI, NC2/ESI, and SAP eligibility.
  • Previous SAP access experience relating to the community.
  • Functional expertise in the operation and employment of DoW, National Military Command System (NMCS) and nuclear command and control (NC2) platforms, nodes and battle staff and other DoW and interagency organizations pertinent to execution of military missions.

While performing the duties of this job, the employee will regularly sit, walk, stand and climb stairs and steps. May require walking long distance from parking to work station. Occasionally, movement that requires twisting at the neck and/or trunk more than the average person, squatting/ stooping/kneeling, reaching above the head, and forward motion will be required. The employee will continuously be required to repeat the same hand, arm, or finger motion many times. Manual and finger dexterity are essential to this position. Specific vision abilities required by this job include close, distance, depth perception and telling differences among colors. The employee must be able to communicate through speech with clients and public. Hearing requirements include conversation in both quiet and noisy environments. Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement of up to 20 pounds. This position demands tolerance for various levels of mental stress.
