ICAM Product Manager

The Opportunity:

As a lead Identity, Credential, and Access Management (ICAM) Product Manager at Booz Allen, you'll play a critical role in leading strategy, vision, and end-to-end delivery of VA's ICAM products-defining user needs, shaping product roadmaps, prioritizing the backlog, and ensuring value delivery across iterative releases. You will lead multiple Agile development teams and be the indispensable partner for the Government product owners, including hiring and managing multiple dev teams, running quarterly planning and scrum of scrums.

How You'll Contribute:
  • Own the product strategy, roadmap, and prioritized backlog for ICAM products including Internal and external SSO, IGA, PAM, Master Person Index (MPI), Enterprise Workforce Directory, and Veterans Health Identification Card (VHIC), aligned to mission needs and regulatory requirements.
  • Direct ICAM product design, development, systems engineering, and implementation activities with a focus on user value and security outcomes, including IGA application onboarding and offboarding and SSO.
  • Directly lead a SAFe scaled Agile team, maintaining standards, protecting the teams, and guiding best practices.
  • Track and report product performance metrics, value delivery, cost, schedule adherence, and adoption trends to VA leadership.
  • Identify product-level risks and dependencies early and implement mitigation strategies to protect delivery outcomes.
  • Coordinate with the ICAM Program Manager, Enterprise ICAM Architect, and Agile Coach on cross-workstream roadmap alignment and sprint delivery.
  • Leverage AI intelligently to drive efficiency and quality of output. Automate tasks wherever appropriate. Develop and consistently use ways of working which allow Agents and automated processes to effectively assist.
You Have:
  • Experience managing end-to-end product lifecycles for complex ICAM products, including roadmap ownership and iterative or Agile release management
  • Experience with ICAM technologies such as Saviynt, CyberArk, Okta, Microsoft Entra ID, and IAM-as-a-Service technologies
  • Experience in Agile delivery and leadership
  • Experience with the FICAM Enterprise Architecture such as FICAM Roadmap and Implementation Guidance v2.0
  • Knowledge of Federal ICAM mandates OMB M-19-17, NIST 800-63, EO 14028, and OMB M-22-09
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
  • Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Ethical Hacker (CEH), Certified Information System Auditor (CISA), Global Information Assurance Certification (GIAC), ITIL Foundations & ITIL Change Management Practitioner, Certified Identity Access Manager (CIA M), Certified Identity Management Professional (CIMP), Certified Cyber Threat Hunt Professional (CCTHP), OR MITRE ATT&CK OR CyberArk Defender certification
Nice If You Have:
  • Experience leading enterprise-scale IGA implementation and operationalization
  • Experience with Saviynt a plus
  • Experience with VA or DoW EHR modernization, Oracle Health or Cerner, or other large-scale federal healthcare environments
  • Experience using AI agents to build things, not just as chat assistants

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $99,000.00 to $225,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
