Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce.

Duties
Help
  • Prepares preliminary and final input to planning reports, design documentation reports, contract drawings, as-built drawings and Operation and Maintenance manuals. Drawing preparation is performed utilizing Computer Aided Design and Drafting (CAD)
  • Conducts site reconnaissance and assists with field surveys for the purpose of: (a) collecting data on existing, anticipated, or as-constructed conditions, (b) visually analyzing and selecting tentative field locations for specific project features.
  • Prepares survey request for civil works and environmental restoration projects. Evaluates, processes, and transforms survey and utility data into base engineering drawings.
  • Performs technical and design assignments using CAD and civil engineering design software package.
  • Understands and utilizes more advanced CAD applications and Digital Terrain Modeling (DTM) features, as well as surveying, civil engineering and District drafting standards.
  • Serves as the senior technician for Computer Aided Design (CAD) and related systems.
  • Oversees the implementation and maintenance of computer engineering work systems and tools used for the development of projects
  • Develops preliminary and final details of drawings, and all or portions of design analysis for a variety of engineering features for navigation, flood risk management, ecosystem restoration, and emergency operation projects.

Experience Requirements:
GS-09
Specialized Experience: One year of specialized experience which includes meeting two of the following: 1) Make technical recommendations based upon preliminary engineering data interpretation and/or test results; 2) prepare drawings or reports utilizing Computer Aided Design (CAD) software; 3) identify technical, civil/site design, and/or survey problems inherent in engineering assignments; 4) Assist engineers in the preparation of project plans, specifications, cost estimates, and/or schedules; and 5) provide design analyses for civil works projects such as; flood control, ecosystem, restoration, and/or emergency operation projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
GS-10
Specialized Experience: One year of specialized experience which includes meeting three of the following: 1) Make technical recommendations based upon preliminary engineering data interpretation and/or test results; 2) prepare drawings or reports utilizing Computer Aided Design (CAD) software; 3) identify technical, civil/site design, and/or survey problems inherent in engineering assignments; 4) Assist engineers in the preparation of project plans, specifications, cost estimates, and/or schedules; and 5) provide design analyses for civil works projects such as; flood control, ecosystem, restoration, and/or emergency operation projects.
