Position Summary

The Assistant Director of Operations (ADO) plays a critical role in advancing administrative operations across the Agency by driving efficient, effective, and scalable business practices. This position leads operational planning project management initiatives, and administrative operations within the Administration Division, including oversight of monthly lease billing and invoicing. The ADO supports a broad range of operational functions including building operations, space planning, department-specific vendor management, systems optimization, and continuous process improvement. Serving as a strategic partner to the Chief of Staff, the ADO collaborates closely with Agency leadership to develop and implement policies, procedures, and operational strategies that enhance organizational performance and support the Agency's mission. This position supervises the Administrative Services department and reports to the Chief of Staff.

MassHousing operates under a hybrid work model; however, due to the nature of this role, an on-site presence of three to four days per week from 9:00am to 5:00pm is required. To support effective onboarding, new employees may be required to work in the office more frequently during their first 90 days.

Essential Functions

Operational Leadership & Process Improvement

  • Supports development, implementation, and training of staff for operational initiatives and tactical plans that align with Agency objectives and strategic priorities
  • Recommend and implement administrative policies, procedures, and operational improvements that enhance effectiveness, efficiency, and service delivery
  • Drive continuous process improvement and systems optimization initiatives to improve workflows and organizational performance
  • Coordinate and integrate efforts across operations, business lines, technology, and customer service functions to strengthen alignment and operational outcomes
  • Develop, document, maintain, and periodically review standard operating procedures (SOPs) and operational process

Project Management & Strategic Execution

  • Plan, organize, and manage key operational initiatives and projects within the Administration Division
  • Establish project timelines, deliverables, milestones, and performance measures and monitor progress to ensure successful execution
  • Oversees organizational change management efforts related to operational initiatives, process improvements, and Agency priorities
  • Provide operational updates, analysis, and strategic insights to leadership to support informed decision-making and organizational direction

Facilities & Space Planning

  • Lead strategic space planning initiatives including oversight of hybrid and hoteling/shared workspace models
  • Partner with building operations and facilities management vendors to support a safe, efficient, and productive work environment
  • Evaluate space utilization, operational needs, and workplace trends to recommend improvements and long-term planning strategies
  • Support oversight of building operations activities, including vendor coordination, leasing administration, invoicing, and related operational functions

People Management

  • Recruit, develop, and retain staff to ensure productivity and engagement
  • Engage in performance manager activities such as goal setting, performance evaluations, development planning, and continuous feedback to develop staff and achieve Agency goals
  • Provide coaching, counseling, and corrective action (when necessary) to staff
  • Foster a culture that reflects MassHousing's mission and values

Security

  • Comply with MassHousing's Information Security Program and all other Agency information security policies and procedures
  • Take responsibility for any Agency assets assigned to you
  • Promptly report any security events, incidents, or weaknesses to MassHousing's Information Security Team

Minimum Qualifications

  • Bachelor's degree in Business Administration, Public Administration, Operations Management, or a related field
  • 7+ years of progressively responsible experience in operations, administration, or project management
  • 3+ years of experience in facilities management, strategic space planning, or workplace operations
  • 3+ years of experience in staff supervision and performance management
  • Expertise in project management methodologies and process improvement practices
  • Working knowledge of facilities operations, leasing administration, invoicing, vendor management, and operational compliance practices, including insurance
  • Ability to develop and deliver training and presentations to diverse audiences and group sizes
  • Eligibility to work in, and travel freely to and from, the United States without sponsorship

Preferred Qualifications

  • 10+ years of progressively responsible experience in operations, administration, or project management within a complex or public-sector organization
  • 5+ years of experience in facilities management, strategic space planning, and workplace strategy, including hybrid or hoteling workspace models
  • 3+ years of experience leading cross-functional projects, organizational change efforts, or enterprise-wide initiatives
  • Experience developing and implementing agency-wide policies, procedures, and operational frameworks
