Role Description:

The Contract Compliance Specialist I (U) monitors and reviews on-site implementation of affirmative action programs of companies, corporations and unions having DC Water contracts. The role also requires supporting the implementation of DC Water's Business Development, Contractor Employment Compliance, and Water Works Programs.

Essential Duties & Responsibilities:
  • Conducts in-depth reviews of contractual agreements, identifying key obligations, milestones, and performance metrics to ensure alignment with legal and regulatory requirements.

  •  Executes routine audits of ongoing contracts, assessing compliance with established terms and conditions, and promptly addresses any deviations or areas of non-compliance.

  • Assists in conducting project investigations at job sites to monitor contractor compliance with wage and hour provisions.

  • Assists in determining the labor standards and Equal Employment Opportunity (EEO) provisions to be incorporated into construction, goods and services contracts.

  • Examine current compliance policies and procedures for implementation and changes.

  • Coordinates with Contracting Officer's Representative (COR) to obtain feedback on contractor performance.

  • Audits, analyzes, and reports contractors' payroll records to verify compliance with labor laws.

  • Assists in analyzing the scope of work furnished by contractors and engage with design and construction engineers to determine total construction commitments to DC Water's Business Development Program.

  • Investigates and reports contractors' affirmative action violations.

  • Maintains files and database of contractual documents of certified firms, projects in progress, records for contract compliance and reporting requirements.

  • Visits contractor's work sites to confirm that participation of LSBE and DBE subcontractors are in compliance with contract and may assist LSBEs/DBEs with various problems relating to subcontracting work on DC Water projects.

  • Documents and assists in resolution of problems with vendors, sites, and programs.

  • Monitors the effectiveness of contracts, procurements, and contractors in accomplishing the objectives of DC Water's Business Development Plan and program initiatives.

  • Develops, implements, and monitors strategies to deliver evidence-based, outcomes-driven career development and work-preparedness programs for all Water Works participants.

  • Assists in analyzing and improving the DC Water Works, Local Hiring Initiative Program to enhance community participation.

  • Provides guidance on contract-related matters to internal departments, offering expertise in interpretation, negotiation, and amendment processes.

  • Assists in preparing detailed reports and presentations for management, summarizing contract compliance status, key findings, and recommendations for improvement.

  • Represents DC Water at various external vendor meetings, expos, trade shows, etc. related to certified business utilization and contractor employment compliance issues.

  • Stays abreast of changes in legislation and regulations related to contracts, translating findings into actionable insights and updates for relevant stakeholders.

  • Provides compliance training to DC Water contractors, subcontractors, and contractor employees.

  • Performs other duties and responsibilities as assigned by supervisor.

Key Working Relationships: Interacts daily with vendors, local officials and department heads and other DC Water personnel.

Required Skills & Qualifications

Required Experience:Minimum 3 years of experience in contracts, purchasing, or administrative workKnowledge of contracting procedures, types, and methods, including formal advertising, negotiation, and contract compliance. Minimum Education Requirements:Bachelor's degree in Business, Law, or related field from an accredited college or university.Required Skills:

Contract administration.

Labor laws and regulations.

Compliance audits.

Attention to detail in documentation.
