Role Description:The Manager, Facilities Program Management coordinates and manages the work of professional engineering consulting firms, either directly or using core staff of DC Water supervisors. Provides program policy direction, and quality and cost control of both the outsource work and activities of in-house personnel.
Essential Duties & Responsibilities:Provides program policy direction and management for non-process facilities capital improvement programs.
Provides program policy direction and management for DC Water non-process facilities space planning using outsourced and in-house resources.
Provides direction for quality and cost control for outsourced and in-house work.
Manages and coordinates (directly or through DC Water staff) work of numerous professional engineering consultants.
Ensures that contractors and consultants meet all requirements concerning construction scheduling, progress reporting, safety measures, and records.
Ensures construction contractors comply with the contract requirements, mediates any impasses with the contractor.
Prepares regular and special reports; consults with management to develop long-range plans and budgets; tracks expenditures to ensure compliance with budget constraints.
Provides liaison between staff activities and upper management within the Department; between Facilities and other DC Water entities, and between DC Water and outside entities including but not limited to DCRA, SHPO, CFA, NPS and other permitting agencies.Â
Directs activities of engineers, technicians, and administrative personnel engaged in the management, inspection, and administration of projects to construct, enlarge, or modify non-process facilities. Establishes and enforces construction standards and quality control methods.
Ensures that all construction activities, commissioning, and facility start-up activities are conducted so as to minimize the impact to customers and to ongoing system operations.
Oversees, reviews, and recommends approval of all change orders, work change directive, and claim negotiations with construction contractors and consultants.
Collaborates and coordinates with the Facilities Management team and/or DC Water's incident management team to support emergency response activities for Facilities operations and other DC Water departments
- Performs other related duties and projects assigned at the discretion of the immediate supervisor.
Supervisory Responsibilities: Provides daily planning and administration, directly or through subordinates, in the selection, assignment, supervision, promotion, discipline, and training of personnel within the branch.
Key Working Relationships:Â Interacts with officials throughout the Authority, other government and outside entities, and private consultants and contractors.
Skills & Qualifications:The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided.
Required Skills & Qualifications
Required Experience:Seven (7) years of progressive experience in non-process facilities management, to include five (5) years of experience in supervising professional staff in design or construction and managing non-process facilities consulting contracts.
Minimum Education Requirements:Bachelor's degree in Civil Engineering or Mechanical Engineering or related engineering field from an accredited college or universityRequired Skills:Leadership skillsInterpersonal skillsVerbal and written communication skillsStrong analytical, planning, and organizational skillsUtilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).
Required Licenses & Certifications:Must possess a DC Professional Engineer's License at the time of hire.
