Role Description:ย 

The Senior Recruiter recruits, pre-screens, and develops potential job candidate pools for management level positions by developing recruiting strategies, utilizing internal and external sources, and maintaining effective working relationships with DC Water management at all levels to help ensure adequate attention to staffing needs.

Essential Duties & Responsibilities:ย 
  • Meets with directors and other management staff to formulate and develop recruiting strategies for candidate pools for management level positions, to include providing appropriate support throughout the life-cycle recruitment for positions.

  • Interacts with the Recruitment Manager to develop, recommend, and implement enhanced policies and procedures aimed as better-achieving DC Waters staffing initiatives.

  • Troubleshoots and resolves difficult and complex problems in order to provide comprehensive recruiting and placement advisory services to DC Water customers, to include working with lower level Recruitment staff to resolve and/or recommend solutions to problems they encounter.

  • Develops and recommends recruitment strategies to help reduce job turnover, and which help perpetuate DC Waters long and short term workforce needs; reviews and provides feedback on recommendations made by Recruiters.

  • Pre-screens applicant paperwork and credentials against the approved job description, to include utilizing eRecruiter to document, track and manage jobs/candidates throughout the recruiting process; coordinates and participates on applicant panel interview.

  • Coordinates newspaper, journal, Internet and other advertising sources for exempt (non-management) and non-exempt positions.

  • Conducts reference checks, initiates background checks, administers pre-employment tests, initiates physicals and drug screening tests, and extends job offers after interacting with the Compensation Unit to confirm proposed starting base salaries.

  • Periodically works at other DC Water locations to provide human capital management support (e.g., answer questions, provide guidance, etc.).

  • Interacts with the Recruitment Manager to develop the Annual Job Fair Schedule, and overseas activities at job fairs and other outreach activities aimed at promoting DC Water to potential job seekers.

  • Establishes and/or maintains an expert understanding of DC Water's collective bargaining agreements, federal and local laws, and DC Water's policies and procedures pertaining to fair employment practices in order to help ensure compliance.

  • Recommends and implements approved standard guidelines and policies on hiring, selection processes, and the evaluation of candidates.

  • Interacts with the Recruitment Manager to review and assess staffing reports, to include presenting an analysis of recruiting activities.

  • May serve on DC Water committees to provide and receive feedback on recruiting, or other issues aimed at improving the DC Water initiatives.

  • Performs other related duties and projects as assigned at the discretion of the Manager, Compensation & Recruitment.

Five (5) years of progressive recruiting experience that includes at least two (2) years' experience recruiting management level positions,ย
