Job Description

Position Purpose:

The Manager of Data Analytics - Metering and NRW is a strategic and technical leadership role responsible for driving data-driven decision-making across Automated Metering Infrastructure (AMI), utility metering operations, and Non-Revenue Water (NRW) management. This position combines deep expertise in AMI and smart grid technologies with advanced data analytics capabilities to optimize metering performance, enhance revenue management, reduce non-revenue water losses, and support operational excellence across all Business Units (BUs).

The Manager will lead the development of dashboards, KPIs, operational metrics and reporting frameworks that support both strategic and day-to-day operational goals. This role is responsible for maximizing the value of AMI data, driving consistent and efficient deployments across BUs, utilizing data to identify and mitigate apparent losses.

Primary Duties/Responsibilities:

AMI System Management & Performance:

  • Monitor and manage AMI read success rates, network performance, alarms, and system health across all Business Units.
  • Collaborate with BUs to establish alarm action levels and adjust system parameters.
  • Analyze meter, device, customer, and tower datasets to enhance network operations, reduce billing errors, and improve revenue.
  • Review missing reads monthly and work with BUs to eliminate estimated bills.
  • Develop, implement, and monitor AMI/RM KPIs, dashboards, and reporting; train BUs on their use.

Data Analysis & Technical Support:

  • Apply analytical, statistical, and programming skills to collect, analyze, and interpret large datasets for AMI/RM performance improvement.
  • Develop SOPs and training materials for AMI network systems rollout.
  • Train staff on AMI data tools (Sensus Analytics, Waterscope, etc.).
  • Respond to routine and complex data requests from internal and external stakeholders.
  • Communicate findings and recommendations effectively to all organizational levels, including senior leadership.

Non-Revenue Water (NRW) & Apparent Loss Program:

  • Lead development and execution of data-driven NRW apparent loss program across all BUs using AMI data, billing records, and meter performance data.
  • Conduct and support annual AWWA-based water loss audits, ensuring accurate data inputs and validating results.
  • Analyze consumption patterns to identify anomalies indicative of apparent losses (meter under-registration, unauthorized consumption, billing/data errors).
  • Develop and maintain NRW-focused dashboards and KPIs tracking apparent loss volume, revenue impact, meter accuracy, and billing error rates.
  • Perform data reconciliation between production/supply volumes and billed consumption to identify discrepancies at system, district, and account levels.
  • Investigate billing anomalies (zero-consumption accounts, flat usage, irregular patterns) indicating potential meter tampering, bypass, or theft.
  • Develop data-driven detection algorithms for unauthorized consumption and collaborate with field teams for validation.
  • Work with Customer Service, Field Operations, and IT to correct data handling errors in billing and meter data management systems.
  • Implement targeted apparent loss reduction strategies by BU, including meter replacement programs and billing corrections.
  • Track and report financial impact of apparent loss reduction efforts, quantifying recovered revenue and demonstrating ROI.
  • Maintain knowledge of NRW regulatory requirements and support BUs in meeting compliance obligations.
  • Benchmark NRW performance across BUs and against industry standards to identify improvement opportunities.
  • Perform other related duties as assigned.
Qualifications

Education/Experience/Background:

Bachelor's degree in Data Analytics, Data Science, Engineering, Statistics, Business, or
related field; advanced degree a plus
8+ years in data analytics and/or enterprise technology project management
2+ years in leadership/managerial capacity
Experience with AMI, metering, smart grid technologies, or utility operations
Experience with Non-Revenue Water programs or water loss auditing

Knowledge/Skills/Abilities:

  • In-depth knowledge of data utilization from AMI, metering, and smart grid technologies.
  • Knowledge of Oracle CCB, Sensus Analytics, Waterscope, and metering systems (Sensus, Neptune, Itron, Metron-Farnier).
  • Strong understanding of AWWA Water Audit methodology and IWA water loss terminology.
  • Experience with data visualization tools (Power BI, Tableau, Sensus Analytics, Waterscope).
  • Business Intelligence principles (stored procedures, indexing, dashboards).
  • Strong analytical skills with attention to detail.
  • Translate technical and business requirements bidirectionally.
  • Synthesize data into actionable recommendations.
  • Strong communication and collaboration across all stakeholders.
  • Project management with ability to manage multiple priorities.
  • Proficient in Microsoft Office and Google Workspace.
  • SQL proficiency and programming ability (Python, R, etc.) a plus 
  • Knowledge of applicable state and federal laws/regulations.
  • Ability to demonstrate Veolia Core Values.

  • Valid NJ Driver's License
Additional Information

Pay Range: $115 000 to $145 000 Per Year.
