Job description

Data Science Analyst, Senior

This position is responsible for proactively identifying opportunities and developing algorithms, models, data structures and data products to facilitate production of insights from healthcare claims, enrollment, housing, social needs and other related data. The core function of this position is to work directly with subject-specific program management to plan and lead efforts to translate complex data into meaningful information and analytic plans for decision makers. Focus areas include cost and utilization of health and housing services, financial trending, member outcomes, and provider performance. In addition, the position is responsible for ensuring the completeness and integrity of analysis and collaborating across departments within a multi-function, mission critical environment. This position is also responsible for training and mentoring other analysts and staff in the organization and acts as subject matter expert for their domain.
This is a hybrid position with the expectation to be in the office 1-2 day per week. We are looking for candidates in the Portland Metro area.

Essential Responsibilities
  • Lead in the development of research methods and data analysis plans related to healthcare utilization, cost trends, financial forecasting, member outcomes, program evaluation, and provider performance.
  • Lead and direct efforts for complex analysis projects, such as building models, algorithms, data products, analysis plans etc.; expertly manage needs of business owners, cross-functional team relationships and set appropriate expectations to provide data-driven solutions; summarize and communicate outcomes of analysis projects.
  • Expertly use appropriate software tools to retrieve, edit and tabulate data from various databases and files.
  • Conduct descriptive and predictive analyses and the application of machine learning to forecast future outcomes.
  • Conduct appropriate statistical tests
  • Lead in the summarization of complex data for leadership in the appropriate form (e.g., statistical summaries, narratives, charts, tables, graphs, etc.) to convey meaning, significance, and actionable information.
  • Identifies trends and patterns in complex data sets
  • Lead in the research and development of models, algorithms, and analysis tools (including artificial intelligence) to mature the use and creation of data products at Health Share of Oregon.
  • Develop visual reporting (e.g., dashboards, scorecards, etc.) using data visualization tools such as Tableau and/or PowerBI when appropriate.
  • Develop appropriate subject matter, domain expertise and serve as an expert resource.
  • Collaborate with other subject matter experts to identify opportunities for building repeatable data products.
  • Collaborate with business teams to understand business needs and to illicit and document requirements for analytics, algorithms, models, etc.
  • Lead in the review and assessment of data completeness, validity, and reliability used for analysis and reporting.
  • Create and maintain technical documentation such as data dictionaries, business glossaries, metric definitions, and other data resources.
  • Actively participate in community of practice to improve the skills and capabilities of other analysts at Health Share.
  • Train and mentor other analysts in the organization.
  • Assist with, prepare, and/or deliver presentations to community groups, regulatory agencies, leadership, and other teams as needed.
  • Stays up-to-date with latest technology trends and techniques in data science

Experience and/or Education

Required

  • Minimum 5 years' experience in an analyst role; experience should include the following:
  • Advanced skills with statistical software packages, such as Python, R, or SAS
  • Proficient in analytical techniques including segmentation and data mining
  • Experience planning, implementing, and summarizing complex analysis and reporting projects
  • Experience with building reusable models, algorithms, and data structures
  • Experience in the healthcare or health insurance industry
  • Engaging both technical and non-technical stakeholders

Preferred

  • Master or bachelor's degree in STEM, Finance, Economics, Business Administration or Public Health
  • Experience with artificial intelligence tools and machine learning, including clustering algorithms, decision tree learning, artificial neural networks, etc.
  • Experience merging and analysis complex data sets to draw impactful insights, including health, housing, criminal justice, financial and/or social needs data
Knowledge, Skills and Abilities Required

Knowledge

  • Understanding of data warehousing and data structures
  • Knowledge of Agile development processes
  • Strong knowledge of and experience with databases (T-SQL etc.)

Skills and Abilities

  • Skilled in at least one healthcare data domain (e.g., medical claims, pharmacy claims, dental claims, clinical data, housing data, etc.)
  • Skills with Business Intelligence applications, such as Tableau or Power BI Desktop/Creator
  • Highly skilled with statistical analysis software
  • Excellent critical thinking and problem-solving skills
  • Strong spoken, written, and listening communication skills
  • Ability to develop advanced T-SQL queries to independently gather, compile and analyze data using statistical methods and ability to guide and coach junior team members in this area, as needed
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Ability to effectively synthesize and present actionable interpretations of complex information to internal and external stakeholders
  • Ability to manage expectations and relationships with diverse stakeholder groups and cross functional teams
  • Ability to provide leadership and oversight of research and analytical projects and their associated project plans
  • Ability and willingness to continually learn new skills
  • Ability to manage multiple tasks concurrently
  • Ability to work effectively with diverse individuals and groups
  • Ability to learn, focus, understand, and evaluate information and determine appropriate actions
  • Ability to accept direction and feedback, as well as tolerate and manage stress
