MANTECH seeks a motivated, career- and customer-oriented Cryptocurrency Analyst to join our team in Sterling, VA.

Each day, U.S. Customs and Border Protection (CBP) oversee the massive flow of people, capital, and products that enter and depart the United States via air, land, sea, and cyberspace. The volume and complexity of both physical and virtual border crossings require the application of business intelligence support service to promote efficient trade and travel. Further, effective intelligence support and big data solutions help CBP ensure the movement of people, capital, and products are legal, safe, and secure.

This position is seeking a skilled professional to assist CBP officers and border enforcement personnel in effectively and efficiently identifying illicit financial tactics that may present additional risk to the United States; conduct strategic analysis to identify emerging threats; develop and evaluate CBP-wide responses based on targeting rules and intelligence driven special operations.

The candidate will perform the following responsibilities:

  • Evaluate the relevance of the data to support specific financial investigations, to analyze, to determine the performance and sensitivity of the analysis, and to project next steps for refinement, or proxies to achieve the needed results.
  • Help interpret some of the data patterns of cryptocurrency encounters from a conceptual perspective (e.g., based on red flag indicators, schemes/methods).
  • Work in teams that include intel analysts, OSINT analysts, federal law enforcement officers, data and visualization experts, and software developers to fully understand the data regarding AML and cryptocurrency illegal practices and make recommendations to decision makers on CBP’s stance on threat streams and must be able to multitask efficiently and progressively and work comfortably in an ever-changing environment.
  • Support the identification and analysis of tools used by transnational criminal organizations to obfuscate their transfer of funds.
  • Draft issue papers that highlight areas of evolving trends of illicit actors to obfuscate the transfer of digital funds and train field and staff personnel on identifying digital currencies and performing preliminary analysis on findings.
  • Develop partnerships with commercial vendors to evaluate tool capabilities to further support personnel in identifying and tracing cryptocurrency transactions and storage entities and determine appropriate tools and methods for specific projects to identify networks, predict future threats, or isolate and evaluate threat scenarios.
  • Assist with coordinating and being a functioning member of a crypto working group to address the cryptocurrency threat to CBP’s identification of transfer of illegal funds.

Minimum Qualifications

  • HS Diploma/GED and 20+ years, or AS/AA and 18+ years, or BS/BA and 12+ years, or MS/MA/MBA and 9+ years, or PhD/Doctorate and 7+ years.
  • 5-8 years of experience in intelligence analysis or policy planning.
  • Anti-money laundering (AML) experience.
  • Blockchain investigation experience.
  • Experience in cryptocurrency; transfer of funds/concealment methods.
  • Skills in the end-to-end analytics lifecycle to synthesize actionable information through data collection, preparation, and model building and knowledge or experience with data wrangling, cleansing, and analytics.
  • Presenting work to both technical and non-technical audiences.

Preferred Qualifications

  • Experience with FinCEN Data is preferred.
  • Experience working in law enforcement or classified intelligence analysis environment is preferable.

Clearance Requirements

  • Must be a U.S citizen and have a current/active TS/SCI and be able to obtain and maintain a CBP Suitability prior to starting this position.

Physical Requirements

  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, which may involve delivering presentations.
