We are seeking a Senior Water Utility Project Manager to lead the planning, design, and delivery of complex utility infrastructure projects for municipal and public-sector clients. This senior-level role is ideal for a technically strong and client-focused professional with experience managing water, wastewater, reclaimed water, and related utility projects from concept through design, permitting, bidding, and construction support.
The ideal candidate will bring a combination of project management leadership, technical utility design expertise, client relationship management, and business development capability. This person will serve as a trusted advisor to clients, mentor technical staff, and help grow our utility practice through excellent project execution and strategic market engagement. Key Responsibilities:
  • Manage utility infrastructure projects involving water distribution, wastewater collection, pumping systems, force mains, gravity sewer, reclaimed water, and utility rehabilitation or expansion improvements.
  • Lead projects through all phases, including planning, feasibility evaluation, preliminary engineering, final design, permitting, bidding, and construction phase services.
  • Serve as the primary point of contact for clients, subconsultants, regulatory agencies, and internal project teams.
  • Develop project scopes, schedules, budgets, and staffing plans, and monitor progress to ensure successful delivery.
  • Provide senior technical oversight and quality control for utility engineering documents, calculations, reports, plans, and specifications.
  • Coordinate multidisciplinary teams that may include civil, structural, mechanical, electrical, instrumentation and controls, environmental, and GIS support staff.
  • Support and maintain strong relationships with municipal utility owners and public-sector clients.
  • Identify opportunities for follow-on work, assist with proposals and interviews, and contribute to business development and strategic growth initiatives.
  • Mentor project engineers, designers, and younger staff to support technical development and career progression.
  • Support construction administration activities such as responding to RFIs, reviewing submittals, evaluating change orders, and conducting site visits as needed.

Requirements
  • Bachelor's degree in Civil, Environmental, or related Engineering field.
  • Registered Professional Engineer (P.E.).
  • Minimum 10+ years of progressive experience in utility engineering, with significant experience in project management for municipal water and/or wastewater projects.
  • Demonstrated experience managing budgets, schedules, teams, and client communications on multiple projects simultaneously.
  • Strong knowledge of utility design standards, permitting requirements, and public-sector project delivery.
  • Proven ability to build and maintain client relationships.
  • Strong written and verbal communication skills.
