Primary Function

Provides analysis support for the collection of performance, MANPRINT (focusing on Human Systems Integration (HSI)), RAM, and instrumentation data. Analyze science, engineering, business, and other data processing problems to implement and improve computer systems. Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. May analyze or recommend commercially available software. Maintains and operates the Data Management Center. Coordinates logistics support for test team Automated Data Processing Equipment (ADPE). Assists with development and provides input to test planning and reporting documentation. Operates and maintains ADPE. Works with Software Engineers and System Administrators to define requirements and develop Automatic Information Technology (AIT) support tools. Conducts requirements analysis and coordinates test team data requirements with Government ORSAs. Provides input into the development of all test team databases to ensure data requirements are included within each database. Provides integration, configuration management, verification and validation (V&V), and accreditation of all test support AIT and databases. Develops data collection and data management methodologies, concepts, and procedures. Provides DAG and RSC support. Responsible for data collection, reduction, quality control, and reporting duties. Develops data collector and data manager lesson plans. Maintains data tracking status, responsible for data accuracy and accountability. Provides final quality control check of all data. Implements data management Lessons Learned into future test efforts.

Essential Duties

Test Planning and Requirements Analysis

  • Analyze system requirements documents, test plans, and technical specifications to determine test objectives, evaluation criteria, and data requirements.
  • Support development and review of:
    • Test and Evaluation Master Plans (TEMP)
    • Test Plans and Test Procedures
    • Test Incident Reports (TIRs)
    • System Evaluation Reports (SERs)
  • Develop requirements traceability matrices linking test objectives to system requirements and performance parameters.
  • Assist in defining system performance metrics, measures of effectiveness (MOE), and measures of suitability (MOS).

System Analysis and Technical Evaluation

  • Evaluate system performance using engineering analysis, statistical methods, and modeling tools.
  • Analyze test data to assess system functionality, performance, and compliance with requirements.
  • Identify performance deficiencies, anomalies, and trends.
  • Support root cause analysis and technical problem resolution.
  • Evaluate system interoperability with other systems and network architectures.

Data Analysis and Reporting

  • Collect, reduce, validate, and analyze test data from instrumentation systems, data acquisition systems, and operational logs.
  • Develop technical reports, evaluation summaries, and briefing materials.
  • Support preparation of formal test reports and technical documentation required for milestone reviews.
  • Maintain data integrity, traceability, and configuration control of test data and analysis products.

Test Execution Support

  • Provide technical support during test events, including field testing, lab testing, and integration events.
  • Monitor system performance during testing and assist with real-time troubleshooting and anomaly documentation.
  • Support integration and verification of test instrumentation and data collection systems.

Systems Engineering and Integration Support

  • Support systems engineering processes including requirements analysis, system verification, and validation.
  • Assist with configuration management and baseline control activities.
  • Participate in technical interchange meetings, test readiness reviews, and program reviews.
  • Coordinate with engineers, developers, logisticians, and test personnel.

Desired Knowledge, Skills & Abilities

  • Knowledge of DoD test and evaluation methodologies and processes.
  • Ability to analyze technical data and interpret system performance.
  • Ability to read and interpret technical documentation, specifications, and engineering drawings.
  • Proficiency in data analysis tools such as Microsoft Excel, MATLAB, Python, or similar analytical software (preferred).
  • Ability to prepare technical reports and briefings.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to work independently and as part of a multidisciplinary team.
  • Effective written and verbal communication skills.

Required Qualifications

  • Requires a Secret security clearance.
  • Associate's degree in a technical field and four (4) additional years of relevant experience
  • Minimum of three (3) years of experience in system analysis, engineering analysis, or test and evaluation support.
  • Experience supporting DoD or Army programs preferred.
  • Experience with one or more of the following:
  • Test and evaluation processes (DT, OT, or combined testing)
  • Requirements analysis and traceability
  • Technical data analysis and interpretation
  • System performance analysis
  • Test planning and reporting
  • Instrumentation and data collection systems
  • Military systems, sensors, electronics, networks, or weapons systems (preferred)

Working Environment

A fast paced multi-tasking customer service oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities. Overtime may be required.
