Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command, Fort Meade, Maryland.

Duties
Help
  • The Division Chief has direct responsibility for development and execution of Cyber-specific Warfighter Performance Optimization (WPO) at U.S. Cyber Command (USCYBERCOM).
  • Planning and execution of Readiness and Resilience (R2) missions and policies affecting human WPO within these five domains: cognitive, physical, psychological, social and spiritual.
  • Responsible for several broad and multifaceted R2 personnel programs, services, and policies such as Comprehensive Soldier and Family Fitness (CSF2) program, the Total Army Sponsorship Program (TASP), the Quality of Life (QoL) program to name a few.
  • Serves as consultant, advising and briefing key DoD, Congressional officials, and other interested parties on specific aspects of USCYBERCOM R2.
  • Exercises supervisory responsibilities for military and Department of the Army (DA) civilian personnel assigned to the USCYBERCOM R2.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • May occasionally require travel away from the normal duty station up to on military and/or commercial aircraft up to 40% of the time.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
  • Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

Specialized experience would be demonstrated by designing long-term, organization-wide plans to change workplace culture and improve overall force readiness; collecting and analyzing statistics, trends, and health metrics to identify issues; developing the execution of Readiness and Resilience (R2) missions and policies; briefing stakeholders on complex issues to advocate for funding, resources, and staffing.
This position is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure.
