Job description

Overseeing the collection of data, ensuring the prompt reporting of taxpayer appeals, and maintaining accurate and equitable valuations of residential property in Richmond County within the guidelines of federal, state and county law with generally accepted accounting principles, standard operating procedures and instructions from the Assistant Deputy Chief Appraiser (Real Estate). Reports to the Deputy Chief Appraiser-Real Estate. Works with corporate and individual taxpayers, attorneys, elected officials, co-workers and the general public to provide accurate and accessible records.
KEY RESPONSIBILITIES AND PERFORMANCE STANDARDS:
  • Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluating employee performance; developing, interpreting and enforcing policies and procedures; resolving staff issues; making hiring or termination recommendations; and administering disciplinary actions as required.
  • Manages the collection of data on the physical and economic characteristics of all tangible property.
  • Formulates estimates of value of commercial and industrial property.
  • Inspects residential buildings, prices and grades property, audits commercial and industrial property records, and determines ownership and leasehold status of property.
  • Manages the appeals process; prepares cases and defends values to Board of Equalization, Hearing Officers and/or Arbitration Officers before the Richmond County Superior Court.
  • Reviews appraisals, maintain appraisal records and/or classifies property by category and estimated useful life.
  • Advises property owners and the general public concerning methods and procedures used in determining property values, answers questions relative to property values and appraisal techniques, and furnishes information, assistance, and advice on matters of property ownership, Ad Valorem taxes, the assessment process, and exemptions.
  • Serves as resource to subordinate personnel.
  • Performs other duties of a similar nature or level.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
  • Oversees the collection of data, ensuring the prompt reporting of taxpayer appeals, and maintaining accurate and equitable valuations of residential property in Richmond County; formulates estimates of value of tangible taxable and exempt property based on analysis of data submitted.
  • Performs field inspections and directs assigned personnel in the field.

Education: Bachelor's degree in Real Estate or a related field of study preferred and three years of experience in the appraisal field; or five years of experience in the appraisal field and a high school diploma or GED.
Experience: Three (3) years in similar position or sufficient experience to perform principal duties and responsibilities, usually associated with front line supervision of personnel.
Knowledge/Skills/Abilities:
  • Considerable knowledge of state and county laws, ordinances, rules, regulations and departmental policies governing ad valorem taxation of tangible property valuation methods and accounting procedures, advanced valuation techniques, methodologies and market trends.
  • Proficiency in statistics and other quantitative tools of data analysis, interpreting mathematical concepts, as well as organizing and rendering technical and interpretive judgment concerning property values.
  • Proficiency in comprehending construction diagrams and blueprints; and understanding corporate financial records.
  • Proficiency in computer use and standard office equipment.
  • Good communication skills, both oral and written.
  • Demonstrated ability to work independently.

Certification/License:
  • Must possess or have ability to complete the Appraiser III examination as established for this level and be certified by the Georgia Department of Revenue (DOR) as an Appraiser III within 36 months of hire.
  • Must successfully complete at least 40 hours of training during each two years of tenure.
  • A valid driver's license with good driving history or have ability to obtain a valid operator/driver's license for the type vehicle or equipment operated. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.

OTHER:
  • Must be at least 21 years of age, as mandated by the Georgia Department of Revenue.
  • Travel from office to other locations is required for this position.
