Description

The Project Manager will lead the execution and delivery of ONR's internship, outreach, and digital program initiatives, supporting mission-critical STEM talent pipelines and engagement programs.

This role is responsible for managing the full lifecycle of internship programs (e.g., SEAP, NREIP, HBCU/MI), overseeing outreach and communications strategies, and ensuring the performance, security, and reliability of program websites and application platforms.

The Project Manager serves as the primary interface with Government leadership, ensuring all program, technical, and administrative deliverables are executed in accordance with contract requirements, timelines, and quality standards.ย 


Key Responsibilities


1. Program & Contract Management
  • Lead overall execution of the ONR internship and outreach contract across all task ordersย 
  • Develop and implement a comprehensive program management plan covering:ย 
    • Internship lifecycle managementย 
    • Outreach and engagement initiativesย 
    • Website and digital platform operationsย 
  • Manage cost, schedule, performance, and risk across multiple concurrent effortsย 
  • Ensure compliance with contract requirements, QASP standards, and federal regulationsย 
2. Internship Program Lifecycle Oversight
  • Oversee end-to-end management of internship programs, including:ย 
    • Marketing and outreach campaignsย 
    • Application intake and evaluation processesย 
    • Participant onboarding and coordinationย 
    • Mentor matching and engagementย 
  • Ensure smooth execution across programs such as:ย 
    • Naval Research Enterprise Internship Program (NREIP)ย 
    • Science and Engineering Apprenticeship Program (SEAP)ย 
  • Monitor program metrics including applicant volume, placements, and participant outcomes ย 
3. Outreach & Communications Strategy
  • Direct development and execution of STEM outreach initiativesย 
  • Oversee creation of:ย 
    • Marketing campaignsย 
    • Digital content and messagingย 
    • Stakeholder communicationsย 
  • Coordinate with Government stakeholders to align outreach with mission objectivesย 
  • Drive engagement with students, universities, and underrepresented communitiesย 
4. Website & Application Platform Management
  • Oversee management of program websites and application portals, ensuring:ย 
    • System availability and uptimeย 
    • Data integrity and securityย 
    • User experience optimizationย 
  • Coordinate technical teams responsible for:ย 
    • Website updates and maintenanceย 
    • Application processing systemsย 
  • Ensure compliance with DoD cybersecurity and data protection requirementsย 
5. Financial & Operational Oversight
  • Implement systems and controls to ensure:ย 
    • Financial accuracyย 
    • Budget tracking and reportingย 
    • Timely execution of program fundingย 
  • Monitor contract performance and resource utilizationย 
  • Provide data-driven recommendations for program improvementsย 
6. Stakeholder Engagement & Reporting
  • Serve as primary liaison to ONR Contracting Officer, COR, and program leadershipย 
  • Lead program reviews, status meetings, and executive briefingsย 
  • Deliver:ย 
    • Regular progress reportsย 
    • Performance metricsย 
    • Risk and issue updatesย 
  • Ensure transparency and proactive communication across all stakeholdersย 
7. Team Leadership & Staffing
  • Lead and manage a multidisciplinary team supporting:ย 
    • Program operationsย 
    • Outreach and communicationsย 
    • IT and web supportย 
  • Develop staffing strategies, including:ย 
    • Recruitmentย 
    • Retentionย 
    • Backfill planningย 
  • Ensure team performance aligns with contract deliverables and timelines ย 

Requirements

  • Bachelor's degree in Business, Public Administration, STEM, or related field (Master's preferred)ย 
  • 8-12+ years of experience in:ย 
    • Program or project managementย 
    • Federal government contractingย 
  • Demonstrated experience managing:ย 
    • Large-scale programs (multi-million dollar, multi-year preferred)ย 
    • Workforce or internship programsย 
  • Strong knowledge of:ย 
    • Program lifecycle managementย 
    • Federal contract execution and complianceย 
Preferred Qualifications
  • Experience supporting:ย 
    • Department of Defense (DoD) or Navy programsย
