Job description

The Apprenticeship Operations Officer is responsible for all administrative functions including operations, management, process improvement, identifying various compliance issues, and strategic planning and development. The Apprenticeship Operations Officer provides value to members and apprentices by assuring quality apprenticeship training through management of the state and federal approved training programs in the NorCal geographic area. The Apprenticeship Operations Officer oversees the daily operation of the programs and ensures programs compliance with state and federal laws and regulations.

The individual must exercise good judgment in a variety of situations, with strong written and verbal communication, administrative, and organizational skills, and the ability to maintain a realistic balance among multiple priorities. The Apprenticeship Operations Officer must be able to work independently and in teams on projects, from conception to completion, and must be able to work under pressure at times to handle a wide variety of activities and confidential matters with discretion.

Primary Responsibilities include, but not limited to:

• Lead and direct the Director of Apprenticeship and Facilities Director in all aspects of the program in order to maintain and improve programs’ growth and advancement of existing programs and identifying opportunities for new programs.

• Maintains apprenticeship program efficiency and effectiveness by monitoring procedures and protocol Work in conjunction with other training and apprenticeship programs to identify best practices

• Maintain and update program Rules and Regulations and State and Federal Standards

• Work with DAS and DOL on program requirements and ensure programs’ compliance

• Work with LEA on program curriculum and RSI funding

• Work with legal counsel on various program documents and various apprenticeship issues

• Oversee and evaluate the development and implementations of applicants' recruitment and selection processes

• Oversee apprentice VA benefits and ensure program compliance

• Prepare annual program self-assessment for DAS

• Submit annual Cal-Plan to DAS

• Prepare annual TTF Grant Audit document

• Generate monthly snapshots for ABC leadership and monthly apprenticeship related information for ABC President’s Update

• Generate monthly reports for contributions team

• Process cancellations of agreements in accordance with the TTF & BTF delinquency process

• Ensures compliance with TTF & BTF legal documents to ensure delinquency process is being followed by program, apprentice sponsors, and participants.

• Oversee & audit TTF & BTF contribution processing, ensuring contractors are in compliance & discrepancies are being dealt with.

• Manage Zan Consulting’s apprenticeship quality control

• Oversee jobsite visits to contractors training apprentices

• Coordinate actions regarding complaints from contractors

• Review all classroom related evaluations to determine and oversee appropriate actions as needed

• Respond to and oversee all apprentice complaints against ABC NorCal UAC that are submitted to the DAS/CAC

• Maintain and administer Subscribing Employer procedures, fee, and paperwork

• Assist contractors training apprentices with wages, contributions, and basic apprenticeship compliance questions

• Attend TTF meetings, prepare TTF meeting packet, and provide apprenticeship program related updates to TTF Trustees

• Attend quarterly CAC meetings and provide important information to staff and ABC Trust leadership

• Attend quarterly CAAAT meetings and provide the ABC NorCal quarterly report

• Ensure ABC NorCal is represented at all MITC Committees

• Work with DRG on the development and on-going improvements of the education database (FlashPoint)

• Manage FlashPoint admin portal

• Seek out, develop, oversee and process ETP, other program grants requirements, and other funding opportunities to ensure additional program funding

• Assist with coordination and execution of the Apprentice Graduation Event

• Process NCCER assessment orders for apprenticeship program applicants

• Assist the President/CEO with any 3rd party apprenticeship programs that are overseen by ABC NorCal offering guidance on program, sponsoring contractors and proper participant compliance and best practices.

Supervisor Responsibilities:

• Accomplishes department objectives by supervising instructors, organizing, and monitoring work processes.

• Maintains staff by recruiting, selecting, orienting, and training employees and developing personal growth opportunities.

• Accomplishes staff job results by coaching, counseling, and providing progress discipline when needed.

• Plans, monitors, and appraises job results.

• Implements and enforces systems, policies, and procedures.

• Completes operations by developing schedules, assigning, and monitoring work, gathering resources, implementing productivity standards, resolving operations problems, maintaining reference manuals, and implementing new procedures.

• Provides quality service by enforcing quality and customer service standards.

Knowledge, Skill and Experience:

• This is a customer-facing role. The Apprenticeship Operations Officer must have a professional and helpful demeanor. They should be a self-motivated team player with strong organizational and multi-tasking skills. Exceptional written and verbal communication skills are required

• Must be honest and trustworthy and display sensitivity to confidential matters, ability to demonstrate sound work ethics

• Excellent interpersonal skills are required and must possess cultural awareness and sensitivity

• Computer Skills: Proficiency in Microsoft Word, Excel, PowerPoint, Outlook., Flashpoint, and various contact management systems.

• Equipment Operation: Knowledge of common office equipment including but not limited to, copiers, mail machines, and fax machines.

• Ability to prioritize multiple tasks and must possess ability to be flexible and firm in decision making

• Must be detail oriented and have strong organizational skills in order to remain in compliance and adhere with the State of California’s and Federal rules and regulations regarding the compliance of various apprenticeship programing and managing relationships with similar organizations from the industry

• Ability to promote the ABC organization at industry meetings, with industry partners, school boards, and job fairs. Must be friendly, professional, and have a helpful attitude

• Time management skills. Ability to maintain a high level of accuracy in preparing and entering information. Analytical and problem-solving skills.

ABC Northern California (ABC NorCal) was founded in 1976 in Concord, CA. In summer 2008, we expanded our office and training space and moved to our current 26,000 square-foot home in Livermore, CA. Today we represent close to 500 large and small companies across Northern California and train 300+ apprentices per year.
