Job description

POSITION SUMMARYThe Senior IT Program Manager is the delivery coordination owner for IGEN's technology transformation. You operate above sprint-level - that is the Scrum Master's domain - and below strategy - that is the Chief Technologist's. Your domain is the program: cross-functional planning, dependency management, risk governance, and the reporting cadence that keeps executive leadership informed and engineering teams unblocked.
You are the person who knows, at any given moment, which workstream is on track, which is at risk, what is blocking it, and what decision is needed from whom. You surface that information clearly, escalate when needed, and maintain the program-level discipline that lets five simultaneous transformation initiatives run without compounding into each other.
You report directly to the Chief Technologist and partner daily with the Senior Scrum Master, Enterprise Software Architects, Product Owners, and cross-functional leads across Technology, Product, CX, and Operations.
This position is located on-site in Appleton, WI with in office expectations Monday - Thursday and Friday remote as business needs allow. JOB RESPONSIBILITIES
  • Program planning and coordination: Maintain an integrated program plan across IGEN's technology transformation workstreams, including Agile operating model adoption, product ownership, data foundation, cloud migration, and platform modernization.
  • Milestone and dependency management: Track milestones, dependencies, completion criteria, sequencing risks, and resource constraints across workstreams, translating strategic objectives into a clear program view for engineering teams and executive leadership.
  • Risk governance: Maintain a live program risk register with clear ownership, mitigation plans, escalation paths, and decision tracking to ensure risks are surfaced early and resolved at the appropriate level.
  • Cloud migration coordination: Coordinate the program layer of IGEN's Azure migration, including workload inventory, dependency mapping, environment readiness, cutover planning, vendor coordination, and stakeholder communication.
  • Agile operating model support: Partner with Scrum, Product, and Technology leaders to support Agile adoption, product ownership practices, sprint cadence visibility, and cross-team impediment resolution at the program level.
  • Executive and stakeholder reporting: Produce clear program reporting for senior leadership, including OKR status, milestone progress, risk summaries, delivery health, and decision requests that enable timely executive action.
  • Cross-functional operating cadence: Run the coordination rhythm for standing meetings, status reviews, decision forums, escalation paths, agendas, documented decisions, and tracked action items across Technology, Product, CX, and Operations.
  • Delivery governance: Establish and maintain program-level governance for scope definition, change control, delivery commitments, completion criteria, budget visibility, resource planning, and vendor coordination.
  • Compliance-aware delivery management: Ensure regulatory, security, and compliance considerations are incorporated into project planning, execution, reporting, and risk management throughout the delivery lifecycle.
  • Continuous improvement: Track delivery metrics such as sprint velocity, milestone predictability, dependency resolution time, and escalation frequency to identify systemic improvement opportunities and strengthen organizational delivery discipline.
  • AI-enabled program management: Embed AI-augmented productivity tools into program workflows, including status reporting, risk analysis, meeting preparation, documentation, and executive communication.

QUALIFICATIONS

Required:

  • 6+ years of technology program or project management experience, with at least 3 years managing cross-functional programs in a technology organization undergoing material change - not steady-state delivery management.
  • Demonstrated Agile delivery program experience - you have coordinated delivery across Agile/Scrum teams, understand the PM/PO/Scrum Master role model, and can operate at program level without stepping into sprint-level execution. PMP, PMI-ACP, or equivalent certification required.
  • Cloud migration program coordination - you have managed the program layer of a cloud migration or major infrastructure modernization: dependency mapping, workload tracking, cutover scheduling, vendor coordination, and executive reporting against hard milestones.
  • Executive-level communication - you write clearly, present confidently, and produce status materials that busy senior leaders actually read. You know the difference between a program update and a decision request, and you frame each appropriately.
  • Risk and dependency management discipline - active risk registers, dependency maps, escalation frameworks. You have a system and you use it consistently, not just when things go wrong.
  • Cross-functional stakeholder management - you have coordinated delivery across Engineering, Product, Operations, and executive stakeholders simultaneously. You build credibility with technical teams without being the technical expert in the room.
  • Azure DevOps proficiency - IGEN's primary delivery tracking and pipeline tool. You can work in it, configure it for program-level tracking, and use it to maintain delivery visibility without requiring engineering support to navigate it.
  • Change management capability - experience supporting technology adoption programs where the change includes new roles, new processes, and new tooling simultaneously. You understand that delivery coordination and change management are the same job in a transformation context.
  • Regulated or compliance-adjacent industry experience - IGEN's clients operate under filing deadlines in fuel, tobacco, and accounting compliance. A program manager who understands the downstream consequences of late delivery in regulated software is a materially different profile than a general technology PM.

Preferred:

  • Experience supporting a SaaS transition or product-centric operating model transformation - not just technology delivery, but the organizational change that accompanies it.
  • Familiarity with OKR frameworks and experience using OKRs as the backbone of a program reporting structure.
  • Exposure to Snowflake, Power BI, or data platform initiatives - IGEN's data foundation build is one of the five active workstreams and the program manager will coordinate across it.
  • SOC 2 Type 2 familiarity - understanding which project decisions carry compliance audit implications and coordinating accordingly.
  • Experience in B2B software organizations of comparable scale (50-200 employees) where the program manager operates as a senior individual contributor with broad organizational visibility rather than managing a PMO function.
  • Hands-on experience with AI-augmented productivity tooling (Microsoft Copilot, Claude) applied to program management workflows - reporting, risk analysis, documentation.
