The role involves overseeing enterprise applications, governance, compliance, and modernization initiatives for large-scale PeopleSoft environments.
Responsibilities:
• Define and evolve long-term product and technology strategy aligned with business and organizational goals.
• Translate business objectives into technical product roadmaps and implementation plans.
• Partner with managed services providers to guide architecture, implementation quality, and technical decision-making.
• Evaluate system designs, APIs, integrations, data flows, scalability, and platform constraints.
• Identify technical risks, dependencies, and modernization opportunities.
• Ensure adherence to architecture, integration, security, cloud, and development standards.
• Provide leadership for digital transformation, cloud migration, and enterprise modernization efforts.
• Support accessibility compliance with WCAG 2.1 standards.
• Participate in IT audits, security reviews, disaster recovery planning, and compliance initiatives.

• 12+ years of experience developing and managing strategic technology roadmaps.
• 10+ years of executive-level presentation experience.
• 10+ years of technical project management experience supporting large ERP programs.
• 10+ years of experience interpreting contractual requirements and managing vendor accountability.
• 10+ years of experience with data integration, data quality, and SDLC methodologies.
• 10+ years of IT security and controls experience.
• 10+ years of technical experience with: PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, Oracle 11g or higher.
• 10+ years supporting large-scale ERP production and deployment environments serving 100+ agencies and multiple hub instances.
• 8+ years of IT service desk and ITIL framework experience.
• 5+ years of Segregation of Duties (SoD) experience in multi-tenant software environments.
• 2+ years serving in a technical product leadership role managing outsourced technical teams and managed services providers.
Preferred:
• 10+ years of software and hardware lifecycle management experience.
• 10+ years supporting legacy statewide financial systems.
• 10+ years developing technical specifications for IT procurement initiatives.
