Job description

HGA is seeking a Senior Project Manager to support operations in Baton Rouge, LA. The Senior Project Manager is responsible for leading and managing a key functional area within a CDBG-DR funded Single-Family Housing Rehabilitation and Reconstruction program. This role oversees day-to-day operations, staff performance, compliance adherence, and production outcomes within their assigned function (e.g., Intake, Eligibility & Income Verification, Construction Management, Financial Management, or Compliance & QC).
The Senior Project Manager ensures that program activities are executed efficiently, accurately, and in full compliance with HUD regulations, while meeting production targets and maintaining high levels of homeowner service.
Key Responsibilities
Functional Area Leadership
• Lead and manage a designated program function (e.g., Eligibility, Construction, Intake, Compliance, or Closeout).
• Oversee daily operations and ensure workflows are executed in accordance with program policies and SOPs.
• Monitor team performance, productivity, and quality to meet established KPIs and deadlines.
• Identify operational challenges and implement process improvements to increase efficiency and accuracy.
Program Execution & Production Management
• Manage pipeline within assigned function to ensure timely movement of applications/projects through each stage.
• Track key metrics such as application throughput, approvals, construction starts/completions, or QC pass rates.
• Coordinate with other functional leads to ensure seamless handoffs between program phases.
• Escalate risks, delays, or issues to Deputy Program Director with recommended solutions.
Compliance & Quality Control
• Ensure all activities within the functional area comply with HUD CDBG-DR regulations and Federal Register requirements.
• Maintain documentation standards to support monitoring reviews and audits.
• Implement internal controls and quality assurance processes.
• Identify compliance risks and support corrective action efforts.
Qualifications
• Bachelor's degree in Business, Public Administration, Construction Management, Urban Planning, or related field.
• 5+ years of experience in disaster recovery, housing programs, or federally funded grants.
• Experience with CDBG-DR or similar HUD-funded programs strongly preferred.
• Demonstrated experience managing teams and high-volume workflows.
• Strong analytical, organizational, and communication skills.
