Position Overview and Responsibilities:
The Florida Digital Service is searching for a candidate with programming and engineering skills to assist the Office of Data Management. This candidate will support the development, enhancement, testing, deployment, and maintenance of internal and external-facing web applications and platform services. This role will work closely with existing developers and technical staff to support hosted applications, improve operational resiliency, and contribute to scalable cloud-native solutions.
This candidate will be primarily responsible for the design requirements, testing, and technical expertise for implementing internal and external facing applications. This candidate will be joining a team of professionals dedicated to streamlining data sharing, promoting interoperability throughout the State, reducing duplication of data received, and improving efficiencies in business operations through modern application and platform development practices.
Key Responsibilities:
  • Leads development of testing practices that validate full-stack reliability across frontend interfaces, backend APIs, and deployment workflows to support production readiness.
  • Leads initiatives to identify manual testing bottlenecks and modernizes the environment through automating testing to scale future CI/CD workflows.
  • Develops scalable UX/UI components while being the primary contributor to the frontend ecosystem, optimizing build configurations, and ensuring adherence to coding standards to maximize application performance and developer efficiency.
  • Provides input to support the discovery, definition, and documentation of cloud infrastructure requirements, ensuring environments are architected for scalability, security, and high availability to support both internal development and external partner integrations.
  • Collaborates with technical and business stakeholders to gather requirements, participate in design discussions, and support scalable application development efforts.
  • Contributes to various efforts towards establishing and maintaining interoperable data services between state agencies using modern APIs, service endpoints, data lakes, data meshes, and secure integration platforms across the enterprise.
  • Supports the team in evaluation, designing, and monitoring activities, as necessary, to enable data-sharing interfaces that ensure scalability, reliability, and alignment with security and privacy standards
  • Supports interoperability initiatives involving database integrations, application development, analytical workloads, and performance optimization across enterprise platforms.
  • Supports enterprise interoperability initiatives through development of technical documentation, operational reporting, system reliability metrics, and progress updates for leadership and agency stakeholders.

Minimum Qualifications:
  • Bachelor's degree in Data Science, Computer Science, Information Systems, or a related field; or equivalent work experience.
  • 3-5 years of experience in application development, testing and deployment to production environments.
  • Experience in developing front end interfaces.
  • Strong programming skills utilizing modern development technologies such as Python, SQL, JavaScript/TypeScript, React, HTML, and CSS, with a commitment to continuous learning and adoption of emerging technologies.
  • Demonstrates industry best practices for writing clean, efficient, and maintainable code.
  • Experience with Git or other source code repositories.
  • Practical experience with various cloud infrastructures, primarily aws
  • Practical experience with APIs (REST,SOAP, and/or GraphQL), JSON/XML data formats, and web service integration.
  • Practical experience with developing and automating test cases in code deployment cycles.
  • Familiarity with NIST 800-53 Cybersecurity standards.
  • Ability to apply System Development Life Cycles (SDLC) methodologies.
  • Proven ability to communicate and collaborate with both technical and non-technical stakeholders.
  • Strong analytical, documentation, and problem-solving skills.

Preferred Qualifications:
  • Experience with understanding and integrating with web services with .NET technology.
  • Experience supporting cloud-hosted web applications and frontend deployment workflows.
  • Experience working in a state, local, or federal government data environment.
  • Knowledge of Florida's data privacy laws, open data practices, and digital government strategies.
  • Certifications in cloud and application development.
