The Contractor will serve as a senior-level Application Developer and technical analyst responsible for designing, developing, enhancing, and supporting complex PeopleSoft PeopleTools applications for the CPA Treasury & Financial System section in the Information Technology division. This role requires deep technical expertise, leadership in solution design, and the ability to analyze business needs and translate them into reliable and scalable system functionality.
 
The Developer will contribute to architectural discussions, drive technical decision making, participate in code reviews, and mentor team members. This position requires independent problem solving, advanced analytical skills, and a strong understanding of PeopleSoft technical components in a highly customized environment.
 
Candidate will perform these tasks:
•        Design, develop, and modify complex PeopleSoft applications using PeopleTools, PeopleCode, Application Engine, Integration Broker, and related technologies.
•        Translate business requirements into detailed system specifications and technical designs.
•        Lead development efforts for enhancements, integrations, and module customizations across Treasury and ERP systems.
•        Conduct advanced troubleshooting, performance analysis, and defect resolution across multiple application layers.
•        Collaborate with functional and technical teams to evaluate business processes and ensure accurate and up to date system documentation.
•        Provide authoritative technical guidance during peer reviews, design sessions, and architecture discussions.
•        Develop prototypes, document solutions, and facilitate workshops with business stakeholders.
•        Ensure developed solutions comply with information security standards, CPA IPPS guidelines, and enterprise architecture principles.
•        Participate in Agile ceremonies, sprint planning, project scheduling, and resource coordination.
•        Prepare and maintain unit tests, technical documentation, and implementation plans.
•        Provide support to on call programming rotations as needed.
 
II.  CANDIDATE SKILLS AND QUALIFICATIONS

8     Required    Experience in implementing, configuring, and customizing PeopleSoft Enterprise Portal
6     Required    Strong experience with SDLC methodologies including Agile, DevOps practices, testing strategies, and release management.
6     Required    Proven ability to design and implement complex customizations and security models within multiple PeopleSoft modules.
4     Required    Experience in developing enterprise level security requirements and supporting systems aligned to strict standards.
4     Required    Experience in PeopleSoft Treasury 9.2 and PeopleTools 8.58 or above.
4     Required    Hands on experience using two or more advanced PeopleSoft technologies (Integration Broker, HTML/Java, XML Publisher, Portal branding, dashboards, app messaging,etc). 
4     Required    Experience writing automated unit tests and ensuring code quality standards.
2     Required    Experience participating in at least one full lifecycle PeopleSoft implementation.
2     Required    Proficiency with MS Office/Teams Suite including Visio, Word, Excel, PowerPoint.
8     Preferred   Experience leading or supporting enterprise wide PeopleSoft upgrades.
7     Preferred   Deep functional and technical understanding of PeopleSoft Treasury modules.
6     Preferred   Experience integrating PeopleSoft with third party applications.
6     Preferred   UI/UX design capabilities including user centric design and improving application usability.
6     Preferred   Experience designing solutions in compliance with CPA’s Information Protection Policies & Standards (IPPS).
5     Preferred   Experience developing and maintaining USAS file interfaces.
5     Preferred   Experience implementing LDAP / identity management integrations in PeopleSoft environments.
4     Preferred   Strong PeopleSoft security architecture expertise (roles, permission lists, user profiles, field level security).
4     Preferred   Ability to define and document development standards, best practices, and technical recommendations.
