Job description

Responsibilities

We are looking for a Lead Safety & Environmental Analyst to support our Deep Space Network (DSN) Operations and Maintenance O&M contract with the Jet Propulsion Laboratory (JPL) and NASA in Fort Irwin, CA.

What You'll Do:

As Lead Safety & Environmental Analyst, your primary responsibility is ensuring the safety of personnel working in and around complex antenna, mechanical, and electrical systems at a remote government facility. You will lead safety programs, investigate incidents, drive risk reduction, and maintain regulatory compliance across the full spectrum of EHS disciplines - with a clear emphasis on occupational safety first.

Core Safety Responsibilities:

  • Lead and continuously improve site safety programs, with emphasis on high-hazard work (electrical, elevated, confined space, heavy equipment)
  • Conduct and lead incident investigations; identify root causes and drive corrective actions to closure
  • Conduct hazard assessments, job safety analysis (JSAs), and Management of Change (MOC) reviews
  • Perform and lead EHS audits, field observations, and self-assessments; report findings to leadership
  • Lead or support emergency response planning and exercises
  • Analyze safety performance data (OSHA 300 logs, LTIR, frequency rates) and present trends to stakeholders

Training & Compliance:

  • Develop and deliver EHS training programs; certify trainers where applicable (OSHA 500/501)
  • Ensure compliance with federal and California regulations (OSHA, Cal/OSHA, EPA, Cal/EPA, NFPA, APCD)
  • Manage Air Quality and Water programs, including regulatory reporting and agency coordination
  • Prepare internal and external compliance reports, including data analysis and trend summaries

Collaboration & Communication:

  • Serve as the primary EHS point of contact for site management, trade personnel, and JPL/NASA stakeholders
  • Represent the program in discussions with regulatory agencies and community stakeholders
  • Provide guidance and mentorship to junior EHS staff
Qualifications

Required Qualifications:

  • BS/BA + 8 years of experience; MS/MA + 6 years; PhD + 3 years; or 4 years of directly relevant experience in lieu of degree
  • Strong knowledge of OSHA, Cal/OSHA, EPA, NIOSH, NFPA, and APCD regulations; NASA familiarity is a plus
  • Demonstrated experience leading safety programs in complex industrial or government facility environments
  • Experience with construction safety oversight and managing shifting project priorities
  • Ability to analyze EHS data and communicate findings clearly to both technical and non-technical audiences
  • Valid California driver's license (Read-ID)
  • U.S. citizenship required; must pass background check and NCIC screening

Preferred Qualifications:

  • Certified Safety Professional (CSP) or OHST/CHST (BCSP)
  • OSHA 500/501 Train-the-Trainer certification
  • Prior experience in government or DOD facility contracts

Target Salary Range$80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
