Job description

Job Summary

Aptive is seeking a Program Analyst Senior / Scrum Master will support the Veterans Health Administration (VHA) Integrated Veteran Care (IVC) Veteran Family Member Programs (VFMP) Modernization Portfolio by providing advanced program analysis, Agile project coordination, process improvement, and Scrum facilitation services supporting modernization, automation, Electronic Data Interchange (EDI), and operational transformation initiatives.

This role will support strategic modernization initiatives impacting claims processing, eligibility, appeals, intake automation, care coordination, business analytics, and operational efficiencies. The individual will serve as both a senior program analyst and Agile Scrum Master, coordinating cross-functional teams, managing project activities, facilitating Agile ceremonies, tracking risks and dependencies, and supporting delivery of modernization solutions within scope, schedule, and budget.

The Program Analyst Senior / Scrum Master will collaborate closely with Government leadership, business stakeholders, technical teams, developers, analysts, and contractors to ensure successful delivery of VFMP modernization objectives.

Primary Responsibilities

Program Analysis & Operational Support

  • Analyze operational workflows, business processes, and modernization opportunities across VFMP programs.
  • Develop recommendations to improve efficiency, automation, reporting, and operational performance.
  • Support strategic planning and implementation activities for modernization initiatives.
  • Assist with analysis of healthcare claims, eligibility, appeals, and operational business processes.
  • Conduct gap analyses and identify opportunities for process improvement and optimization.
  • Support development of business requirements, workflows, and operational documentation.

Agile Scrum Master Support

  • Serve as Scrum Master for Agile project teams supporting VFMP modernization initiatives.
  • Facilitate Agile ceremonies including:
    • Sprint Planning
    • Daily Stand-Ups
    • Sprint Reviews
    • Retrospectives
    • Backlog Refinement
  • Remove impediments impacting team performance and delivery timelines.
  • Track sprint progress, team velocity, risks, issues, and dependencies.
  • Promote Agile best practices and continuous improvement across teams.
  • Coordinate activities between business, technical, and operational stakeholders.

Project & Portfolio Coordination

  • Support project planning, scheduling, and portfolio management activities.
  • Assist with development and maintenance of:
    • Integrated Master Schedules (IMS)
    • Risk Registers
    • Action Item Logs
    • Dependency Trackers
    • Status Reports
    • Executive Briefings
  • Monitor project performance against milestones and deliverables.
  • Coordinate with leadership and stakeholders regarding project priorities and timelines.

Requirements & Documentation

  • Support requirements gathering sessions with business and technical stakeholders.
  • Translate operational needs into documented business and functional requirements.
  • Develop and maintain:
    • Business Requirements Documents (BRDs)
    • Process Flows
    • User Stories
    • Requirements Traceability Matrices (RTMs)
    • Standard Operating Procedures (SOPs)
    • Meeting Minutes and Action Items
  • Ensure documentation aligns with project governance and compliance requirements.
Minimum Qualifications
  • Minimum of 5 years of experience supporting program analysis, project coordination, or Agile project delivery.
  • Bachelor's Degree in Business Administration, Healthcare adminsitration, Inforamtion systems, public administration, Project Manaegement, or realted field.
  • Experience facilitating Agile/Scrum methodologies within cross-functional teams.
  • Experience supporting large-scale modernization, transformation, or systems implementation projects.
  • Experience developing business requirements and operational process documentation.
  • Experience supporting stakeholder coordination and executive reporting.
Desired Qualifications
  • Experience supporting Federal healthcare programs.
  • Previous experience supporting the Department of Veterans Affairs (VA) or Veterans Health Administration (VHA).
  • Experience supporting claims processing, eligibility, healthcare operations, or EDI initiatives.
  • Scrum Master certification (CSM, PSM, SAFe, or equivalent) preferred.
  • Experience supporting organizational change management initiatives preferred.
