This Road Foreman position is accountable for the safe and efficient movement of trains and for the oversight of T&E crews. It oversees and provides leadership and management oversight for agreement positions. This includes the management and monitoring of employee record keeping, efficiency testing and compliance with all Amtrak, Federal and State operating requirements. Enforce and manage the rules and regulations for Amtrak policies and operating practices, initiate action for non-compliance and recommend appropriate action for resolution in a consistent and fair manner. Executes and manages the area's safety plan in compliance with federal, state, and local rules and regulations to ensure goals are met. Also, responsible for the safety and efficient railroad operations within assigned territory.
This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.
- Lead, mentor, and manage locomotive engineers, including interviewing, selecting, onboarding, performance management, coaching, and addressing non-compliance in a fair and consistent manner.
- Oversee train operations and crew performance in partnership with the Road Trainmaster to ensure safe, efficient service delivery, optimize on-time performance (OTP), respond to service disruptions, and recommend operational improvements.
- Ensure regulatory and policy compliance by monitoring adherence to operating rules, labor agreements, federal regulations, Amtrak requirements, bulletins, postings, and equipment standards.
- Manage engineer certification, recertification, and training programs, including administering operating rules classes, maintaining certification requirements, coordinating required training, and documenting and reporting training activities.
- Promote and enforce safety initiatives by implementing safety plans, conducting efficiency tests, maintaining employee records, and ensuring compliance with safety policies and operating practices.
- Administer operational reporting, stakeholder coordination, and budget management, including preparing written and oral reports, communicating with carrier railroad managers regarding territory operations, and managing the locomotive engineer crew base budget.
- High school diploma or GED High school equivalency diploma.
- Certified class I train service engineer.
- Minimum of 2 years' operating experience, with no violations described in CFR 49 part 240.117, as train service engineer and/or as road foreman.
- PTC Qualified
- Become Qualified on physical characteristics of territory.
- Prior satisfactory work experience in train or passenger service.
- Must be available 24 hours per day/7day per week, including holidays and weekends.
- Bachelor’s degree in transportation, business or related field or equivalent work experience, training, and/or education.
- 6-9 years experience with train operation, crew base, crew management, operations, train handling and service delivery.
- Ability to develop and manage an operating budget
- Qualified as a designated supervisor of locomotive engineers. Qualified on physical characteristics of territory.

- Demonstrated knowledge of CFR 49 requirements and labor contracts (BLE, UTU and TCU).
- Demonstrated leadership and supervisory skills.

- Working knowledge of Positive Train Control systems and applicable federal regulations, including 49 CFR Part 236 Subpart I and Part 240.
- Ability to perform technical testing, validation, and analysis of train control systems in both laboratory and field environments.
- Effective written and verbal communication skills, with the ability to deliver technical training and document findings clearly.
- Proficiency with standard business and training tools (e.g., Microsoft Office) and familiarity with simulator‑based instruction.
- Demonstrated ability to work independently while collaborating with operations, training, and regulatory stakeholders.
The salary for a Road Foreman I is $127,000 and the salary for a Road Foreman II is $137,000. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
