Summary
About the Position: This position functions as the Occupational Health Nurse Program Manager. This positions purpose is to assist in maintaining readiness throughout the workforce by ensuring appropriate medical surveillance, certification and fitness for duty exams are completed. It supports the Occupational Safety and Health Program goals of ensuring a safe and healthful work environment for all of Navy workers.

Duties
Help

• Plans, develops, organizes and manages a comprehensive Occupational Health services program.
• Develop new processes based on ever changing regulations that are broad in nature and requiring considerable knowledge for accurate interpretation.
• Develops clinical protocols and technical procedures in support of occupational health programs for compliance with higher-level policies.
• Identify Occupational Health Program goals through interdisciplinary collaboration with industrial hygienist, safety managers, physicians and supported commands.
• Collaborates with regional occupational health program manager to ensure programs are current, appropriate and meet legal requirements.
• Reviews and evaluates program operations and recommends or implements changes in internal procedures and policies, as required, to meet workload demands and to promote a more efficient and effective workflow.
• Serves as the technical expert and resource for managers, assigned and guest health care providers and employees regarding occupational health issues.
• Develops health care and preventative services for employees, including guidance in healthy lifestyles, programs on wellness, medical surveillance and physical requirements.

• This position requires Civilian Drug Testing Designated Position (TDP) subject to applicant testing and random employee drug testing.
• Must possess and maintain Basic Life Support (BLS) certification.
• A favorable Tier 3 background investigation is required for all Non-Critical Sensitive (NCS) positions with access to network systems and Personally Identifiable Information (PII).
• The incumbent may be required to work outside of established normal working hours as necessary to meet mission requirements.
• Current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Basic Requirement for : Nurse (Occupational Health)
Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).
Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.
Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Professional Nursing Experience: One or more full years of professional nursing experience which includes managing complex occupational medicine programs and providing quality worker care in collaboration with providers, industrial hygiene, safety, management personnel and the workers ; planning, developing, organizing and managing a comprehensive Occupational Health services program ; Providing consultation, guidance and technical assistance to nurses, industrial hygienists, safety officers, Human Resources personnel, and supervisors. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
