Job Purpose
Within this role the candidate will promote Alamance County Public Library's (ACPL's) values and mission while following established policies and procedures. The Librarian II: Branch Manager will provide strategic and functional oversight for the Graham Public l Library in Graham, NC, foster collaborative relationships with employees, peers, and community, create an environment that supports change, encourages progress, and promotes empowerment. This position works under the supervision of the Assistant Director. This position is an exempt, 40 hours per week, benefited position. While most hours are Monday - Friday, frequent monthly weekend and evening hours are required.
The best candidate will possess strong leadership qualities, excellent computer and communication skills, a strong work ethic, knowledge of professional library principles, methods, materials, and practices. The position is a member of the library leadership team and works closely with other system Branch Managers to support library services, staff, and the Alamance County community.

Responsibilities
  • Directly and indirectly supervising branch staff, including monthly preparation of timesheets, evaluation of staff performance, completes disciplinary actions, counseling staff regarding performance and employee personnel policies, plans of work and continuing education;
  • Participating in hiring for all branch positions;
  • Plan and facilitate branch meetings i.e. bi-annual all staff meetings, quarterly department meetings, and monthly department heads and lead staff meetings;
  • Creating fair and balanced six to twelve-week staff schedules, weekly desk schedules, and annual weekend rotation;
  • Involvement with the City of Graham as pertains to any issues concerning the library building, maintenance, and other issues that may impact the library, staff or patrons;
  • Handling special requests and patron complaints; enforcing ACPL's established policies and procedures as needed;
  • Overseeing the planning, coordination and execution of programming at the branch;
  • Planning publicity and public relations for the branch;
  • Collection, formatting and posting monthly statistics online;
  • Working at the branch's public service desk as scheduled and following established ACPL circulation policies and procedures;
  • Providing bibliographic instruction and readers' advisory services for library patrons;
  • Promotes good customer service, including public speaking events, tours, and teaching library skills to small groups;
  • Participating in the selection and de-selection of materials for the branch collection; making purchasing recommendations based on branch needs;
  • Coordinates, prioritizes, and assigns tasks and projects to direct staff and volunteers, tracks and reviews work progress and activities;
  • Participating on ACPL's Library Management Team, attending ACPL's monthly Branch Manager meetings, and other committees as needed

Qualifications
Master's Degree with 2 to 3 years of professional library experience in a public library or some college with 5 or more years of full-time experience working in a public library with supervisory responsibilities. Experience with computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database;
  • Knowledge of Integrated Library Systems Software;
  • Bilingual (Both written and oral fluency in more than one language) is preferred
  • Flexibility in scheduling is required

Health Insurance - Full-time employees are eligible for medical/health (Cigna Insurance) benefits upon the 1st of the month following 30 days of employment.
Alamance County Government currently offers three plans of medical/pharmacy benefit options including 2 Standard PPO plans and a High-Deductible Health Plan with HSA.
Dental Benefit - Alamance County offers one dental insurance (Delta Dental) plan for FT employees at no cost. The plan, if elected, would be effective the first of the month following 30 days of FT employment.
Vision Insurance - A voluntary vision program (Superior Vision) is available to FT employees. The current PPO style plan allows employees to seek treatment and hardware from any vision care provider of their choice. The plan, if elected, would be effective the first of the month following 30 days of FT employment. Coverage must be elected within your first 30 days of FT employment or upon a qualifying event.
Voluntary Benefits: Alamance County Government provides a variety of voluntary health related benefits (Voya) to allow employees to purchase protection from what life may bring. A sampling of voluntary benefits includes Flexible Spending Accounts with dependent care opportunities, Health Saving Account with an employer contribution, Short Term Disability, Long Term Disability, Cancer Protection Plan, Group Critical Care Insurance and more.
Life Insurance - Basic term life insurance is the amount of one times the annual salary (no greater than $70,000) is provided for all FT employees. Additional coverage is available for purchase through payroll deductions for employee and eligible dependents.
Retirement Benefits - Membership in the NC Local Government Employees Retirement System (NCLGERS) is a requirement for all full-time and regular part-time employees (working more than 1,000 hours annually). Employees contribute six percent (6%) of their annual compensation before it is taxed.
Time Off Accruals:
Vacation Time - Annual Leave is accrued based on years of service. Employees can accrue from 10-25 days per year.
Sick Time - All County full time employees earn 12 days of sick leave per year.
County Observed Holidays - Alamance County will observe the State of North Carolina Holiday Schedule.
