Job Purpose
The Part-Time HR Leave and Accommodations Specialist is responsible for coordinating employee leave programs and workplace accommodations in compliance with federal, state, and local laws and County policies. This position serves as the primary point of contact for employees and supervisors regarding leave administration, including the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and related leave programs.
Work involves reviewing leave requests, maintaining accurate records, ensuring compliance with legal requirements, communicating with employees and supervisors, and supporting an employee-centered leave process while protecting organizational compliance and consistency.
Responsibilities
Leave Administration
  • Review FMLA requests and determine eligibility in accordance with applicable laws, policies, and procedures.
  • Provide employees and supervisors with guidance regarding leave rights, responsibilities, timelines, and required documentation.
  • Issue required notices, designation forms, and correspondence related to leave administration.
  • Track leave usage, intermittent leave, return-to-work dates, and exhaustion of leave balances.
  • Maintain accurate and confidential employee medical and leave records in compliance with HIPAA and applicable confidentiality requirements.
  • Coordinate with Payroll, Benefits, supervisors, and department leadership regarding leave and pay status.
ADA & Accommodation Coordination
  • Administer the interactive process for workplace accommodation requests under the ADA.
  • Obtain and review medical documentation to support accommodation requests.
  • Coordinate with employees, supervisors, and HR leadership regarding reasonable accommodations and return-to-work plans.
  • Monitor accommodations for effectiveness and ongoing compliance.
Compliance & Employee Support
  • Ensure compliance with federal and state employment laws related to leave administration and accommodations.
  • Respond to employee and supervisor questions regarding leave processes and workplace accommodations in a timely and professional manner.

Qualifications
Minimum Qualifications:
  • Associate degree in Human Resources, Business Administration, Public Administration, or related field; and
  • Minimum of two (2) years of experience administering employee leave programs; or
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.
  • Knowledge of federal and state employment laws related to leave administration and workplace accommodations, including FMLA, ADA, PWFA, USERRA, and related regulations.
Preferred Qualifications:
  • Experience in public sector or local government human resources.
  • Experience administering FMLA and ADA programs.

Skills & Abilities
  • Ability to interpret and apply policies, procedures, laws, and regulations consistently and accurately.
  • Ability to manage multiple leave and accommodation cases simultaneously while maintaining accuracy and attention to detail.
  • Ability to review and analyze medical certifications, documentation, and leave information for completeness and compliance.
  • Ability to exercise sound judgment and discretion when handling sensitive employee matters.
  • Ability to communicate clearly and professionally, both verbally and in writing, with employees, supervisors, medical providers, and external partners.
  • Ability to explain complex leave and accommodation processes in a clear manner.
  • Strong organizational and time management skills with the ability to prioritize workload and meet deadlines.
  • Strong customer service and problem-solving skills.
  • Skill in using HRIS systems, Microsoft Office Suite, spreadsheets, and database systems.
