Under direction, the position supervises, inspects, evaluates and directs the work of custodial staff engaged in cleaning and maintaining a variety of Airport facilities. The incumbent efficiently prioritizes, organizes, and directs the activities of a custodial unit including training custodians on best practices, and identifies and reports maintenance needs to ensure all Airport terminal facilities, curbsides and surrounding areas are in a clean, orderly and safe operating condition for all stakeholders. The incumbent ensures all maintenance related requests are completed in a timely manner.
Accomplishes related work as assigned. Examples of Duties Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.
Supervises the activities of an assigned shift of staff engaged in custodial work in Airport terminals; plans, organizes and directs the work of custodial staff. Conducts field checks of Airport terminal facilities and surrounding areas, including but not limited to curbsides, passenger boarding bridges and ramp areas of building interiors/exteriors daily to ensure they are in clean, safe and proper operating condition; conducts daily assessments of work areas for the completion of inspection reports. Maintains standard of performance and quality of service through routine audits and inspections of passenger and tenant facilities; recommends alternative methods of cleaning, scheduling and/or organizing for improvements to the Superintendent.
Delivers custodial training program through presentations during briefings on a variety of custodial or operational related topics; coordinates with internal and external resources on various topics including but not limited to equipment operation, customer service, efficient methods of cleaning and safety; ensures staff receives all mandatory and recurring training. Enforces work quality and safety standards; recommends or takes action regarding discipline; writes performance evaluations and creates performance improvement plans. Evaluates work flow process and procedures; collaborates and leads staff to implement process and procedural improvements.
Makes recommendations on the procurement of custodial supplies and equipment; maintains an inventory of custodial supplies and equipment; tracks daily usage of equipment and provides trends and ensures efficient utilization of Port supplies. Identifies non-emergency and emergency maintenance needs; collaborates with Airport Facilities staff on repairs and reports of inoperable terminal facilities. Prepares and tracks progress of Bills to Others (BTOs), Purchase Orders (POs), and work requests.
Responds to and resolves public/passenger/tenant requests and concerns, particularly in the areas of safety, lost and found and maintenance; and customer complaints. Maintains safe work environment by ensuring staff adheres to safety protocols and procedures related to personnel and equipment; reports all spills and other chemical related incidents to appropriate staff; reports all workplace injuries; collaborates with Environmental Health & Safety staff to determine root cause and mitigate reoccurrence of injuries; report potential safety and security threats to appropriate airport staff. Provides reports and information to the Risk Management Department for the processing and resolution of passenger claims for damaged properties.
Develops various memos, analyses, reports, correspondence, and bulletins including but not limited to evaluations of effectiveness and efficiency, capital equipment justification, discipline, policies and procedures, training matrix, staff evaluations, etc. Monitors budget throughout the year for the prudent and efficient use of funds; provides input for the development of the annual budget for department manager related to staffing, equipment, supplies, contractual services and other needs. Participates in organizing and coordinating special projects/events (e.g., filming, emergency and evacuation drills, holiday, and special event activities)
Performs other related duties as assigned. Minimum Qualifications EDUCATION AND EXPERIENCE This position requires a combination of education and experience reflecting possession of the required knowledge, skills, and abilities. A typical combination would include graduation from an accredited community college with an associate's degree with major coursework in communications, business, education or a related field plus three years of progressively responsible experience in custodial service, including at least two (2) years in a lead or supervisory capacity.
Experience working in an airport administration environment is desirable. KNOWLEDGE, SKILLS AND ABILITIES To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required. Knowledge of: Safety practices and precautions pertaining to custodial work, including equipment handling, hazardous material and chemical spill response.
Principles and practices of quality control techniques related to the delivery of custodial services. Principles and practices of customer services. Airport, FAA, TSA, and other applicable regulatory agencies rules and regulations, procedures and policies related to access and security.
Principles and practices of leadership and supervision, including training, coaching, counseling, motivating and team building techniques in a customer service environment. Methods, materials and equipment used in custodial work. Cleaning methods of all types, including latest practices, materials, proper chemical use and equipment used in custodial work.
Solvents and chemicals most commonly used in the custodial/janitorial field including environmental friendly solutions. Ability to: Explain, demonstrate and clarify information to others within well-established policies, procedures, and standards. Plan, coordinate, direct and assess work and project activities of subordinate personnel.
Establish and maintain effective working relationships with subordinates, contractors, tenants, passengers, employees, industry contacts and the general public; lead, inspire and motivate team through effective principles of leadership; build consensus to achieve desired results. Communicate effectively both orally and in writing to present clear, concise and effective presentations to groups or individuals of diverse cultural and ethnic backgrounds. Train new and existing staff on custodial and operational related topics; keeps staff up to date on airport security regulations in conjunction with the Airport Security department including 49CFR 1542, 1520 and any related or successor regulations.
Read, interpret and apply Port policies and procedures such as MOU and Personnel Rules, and applicable Airport and FAA rules and regulations. Operate a personal computer utilizing word processing, database, spreadsheet and Oracle software applications; and other related equipment and applications including inspection tablets etc. Listen effectively and determine the appropriate course of action in investigations of tenant/passenger requests, concerns and conflicts and to respond in a timely manner.
Assess and identify opportunities for process improvement related to organizing staff, or other areas of the operation. Handle complaints diplomatically and effectively. THE SELECTION PROCESS Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail).
Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.
Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of a written exam, job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test your overall aptitude for the position.
Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration.
