Job Description
Join the growing Warfare Systems Business Group at HII-Mission Technologies! We are seeking a Senior Training Change Management (Training Rep) to support the Defense Security Cooperation Agency (DSCA) Case Development Modernization (CDM) effort. In this critical role, you will lead the design, development, and delivery of comprehensive training and change management programs to support the successful adoption of a modernized Case Lifecycle system, including the DSAMS Training Module and integration with the Case Launcher prototype. You will drive user readiness across a large, geographically dispersed community (approximately 3,000-4,000 users), ensuring smooth transition from legacy processes to new capabilities in alignment with Executive Order 14268 goals for improved speed, transparency, and accountability in Foreign Military Sales (FMS).
Essential Job Responsibilities
  • Designs and delivers programs to train all levels of personnel.
  • Develops tests and visual aids, conducts training classes, and develops criteria for evaluating effectiveness of training activities.
  • Keeps abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques.
  • Develops in-house programs and practices to identify developmental needs, including preparing personnel for more responsible positions and increasing effectiveness in present assignments.
  • May evaluate and/or oversee contractors or vendors to develop and/or administer training programs.
  • May be responsible for development of e-learning programs.
  • Lead the development and execution of enterprise-wide training strategies, curricula, and materials for the new Case Development Modernization platform, including instructor-led training, e-learning modules, job aids, and quick reference guides.
  • Design and implement comprehensive change management plans to support the transition from legacy DSAMS processes to modernized systems, minimizing resistance and maximizing user adoption.
  • Conduct training needs assessments, develop role-based training paths (for 25-50+ consolidated user roles), and create measurable learning objectives aligned with Human-Centered Design principles.
  • Deliver training to diverse audiences including MILDEPs, Implementing Agencies, and other Security Cooperation stakeholders, both in-person and virtually.
  • Develop and maintain training effectiveness metrics, conduct post-training evaluations, and implement continuous improvement processes to ensure knowledge retention and system proficiency.
  • Collaborate with Product Owners, SMEs, and development teams in a SAFe Agile environment to incorporate training requirements into epics, user stories, and sprint deliverables.
  • Create engaging multimedia content, simulations, and scenario-based training that reflects real-world FMS case development workflows.
  • Support organizational change management activities, including communications plans, stakeholder engagement, and sustainment strategies post-deployment.
  • Familiar with ADKAR Change Management model.
  • Performs additional duties as assigned or required to advance mission goals.

Minimum Qualifications
  • Minimum 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
  • Extensive experience designing and delivering training programs and change management initiatives for large-scale enterprise system implementations.
  • Strong knowledge of adult learning theory, instructional design methodologies (ADDIE, etc.), and e-learning development tools.
  • Proven ability to develop and execute change management strategies in complex government or defense environments.
  • Excellent facilitation, presentation, and communication skills with the ability to engage senior stakeholders and technical users.
  • Ability to work independently while thriving in collaborative team settings.
  • Self-motivated initiator with strong problem-solving skills and a proactive approach.
  • Clearance: Must possess and maintain an active Secret clearance at the time of consideration
  • Remote-eligible position; must align with Eastern Time Zone core business hours

Training Rep 4
10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
Training Rep 5
15+ years relevant experience with Bachelors in related field; 13+ years relevant experience with Masters in related field; or High School Diploma or equivalent and 19+ years relevant experience.

Preferred Requirements
  • Experience in supporting the training and change management for Defense or Security Cooperation systems (DSAMS, FMS processes, or similar).
  • Familiarity with training tools (e.g., Articmodernulate Storyline, Captivate, Adobe Creative Suite, or LMS platforms).
  • Knowledge of SAFe Agile frameworks and experience embedding training deliverables into Agile development cycles.
  • Background in Foreign Military Sales (FMS), case lifecycle processes, or DoD training environments.
  • Experience developing training for cloud-based, AI-enhanced systems in IL5 GovCloud environments.
  • Change Management certifications (e.g., Prosci, ACMP) or Training certifications (e.g., ATD, CPTM).
  • Experience in SAFe Agile environments, including participation in PI planning and Scrum/Kanban ceremonies.

Physical Requirements
  • Ability to remain in a stationary position for prolonged periods while working at a computer.
  • Ability to operate a keyboard, mouse, and standard office equipment to perform analytical tasks.
  • Must be able to effectively communicate in virtual meetings, briefings, and secure collaboration environments.
  • Ability to review, analyze, and interpret digital data for extended periods with attention to detail and accuracy.
  • Occasional light lifting of documents or equipment up to 10 lbs, if needed for home-office setup.
  • Must maintain a home work environment that meets company and government security requirements (e.g., controlled space for handling sensitive or FOUO information, if applicable).
  • Must be able to work assigned East Coast core business hours to support program and customer requirements.
