Position Summary

Seeking an experienced Delivery Manager to support the Centers for Medicare & Medicaid Services (CMS) Security Operations program.

This role is responsible for leading the planning, execution, and delivery of technical and operational initiatives that span multiple teams, stakeholders, and cloud platform services. The ideal candidate is a proactive leader who can independently drive initiatives from concept through implementation, establish structure where needed, and maintain ownership through completion.

Success in this role requires the ability to operate in evolving environments, coordinate across organizational boundaries, and transform partially defined objectives into actionable plans and measurable outcomes. The position will initially support a cloud engineering workstream while also contributing to broader program initiatives, strategic planning efforts, and cross-functional delivery activities.

Key Responsibilities

  • Lead planning, execution, and delivery of technical initiatives, operational improvements, and strategic workstreams.
  • Own delivery outcomes for assigned initiatives and workstreams from planning through implementation.
  • Develop and maintain project plans, timelines, milestones, and success criteria.
  • Coordinate stakeholders, manage dependencies, and proactively remove blockers to maintain delivery momentum.
  • Establish structure, ownership, and execution plans for initiatives requiring cross-functional collaboration.
  • Drive progress through ambiguity by identifying next steps, facilitating decisions, and advancing work to completion.
  • Monitor risks, issues, dependencies, and action items and ensure timely resolution.
  • Provide clear status, risk, and decision updates to program leadership and government stakeholders.
Requirements:

Required Qualifications

  • 8+ years of experience in information technology, project management, delivery management, or program management roles.
  • Demonstrated success independently driving complex initiatives involving multiple stakeholders and competing priorities.
  • Proven ability to take partially defined objectives and develop executable plans that achieve measurable outcomes.
  • Strong organizational, facilitation, and stakeholder management skills.
  • Experience managing project schedules, risks, dependencies, and delivery commitments.
  • Strong verbal and written communication skills with both technical and non-technical audiences.
  • Experience with Jira, Confluence, and other project management and collaboration tools.
  • Bachelor's degree or higher in Information Systems, Computer Science, Engineering, Business, or a related field.
  • PMP, Scrum Master, or other Agile certifications preferred.
