Job description

Position Summary
Verra Mobility is seeking a highly experienced, externally facing leader to serve as a trusted representative of the company with tolling authorities, transportation agencies, and industry partners. This role will be responsible for building and strengthening relationships across the tolling ecosystem, advancing Verra Mobility's priorities with agencies, resolving complex partnership and operational issues, and creating new pathways for collaboration and growth.
The Senior Manager, Tolling Agency Relations & Industry Partnerships will be the "face of Verra" with tolling agencies, someone who brings credibility, industry relationships, sound judgment, and the ability to influence outcomes on behalf of the company. The ideal candidate has deep knowledge of tolling operations, a strong network across toll agencies and industry associations, and a proven ability to turn relationships into measurable business and operational results.
Key Responsibilities
Agency Engagement & Relationship Ownership
  • Serve as Verra Mobility's primary relationship lead with tolling authorities and transportation agencies.
  • Build, maintain, and expand executive and operational relationships across the tolling industry.
  • Develop a structured engagement strategy for priority agencies, including relationship maps, communication cadences, and partnership goals.
  • Represent Verra Mobility in agency discussions with professionalism, credibility, and a clear understanding of agency priorities.

Industry Partnerships & Market Presence
  • Strengthen Verra Mobility's presence across tolling industry forums, associations, committees, and conferences, including IBTTA and related organizations.
  • Identify and cultivate new industry connections that support Verra Mobility's strategic, operational, and commercial objectives.
  • Monitor industry trends, agency priorities, policy shifts, interoperability developments, and emerging partnership opportunities.

Issue Resolution & Outcome Delivery
  • Own and drive resolution of escalated issues with tolling authorities, including operational, billing, data, integration, dispute, and relationship matters.
  • Coordinate cross-functionally with operations, product, technology, legal, finance, sales, and account teams to resolve agency concerns and deliver commitments.
  • Translate agency feedback into clear internal actions, priorities, and improvement opportunities.
  • Track open issues, commitments, and follow-ups to ensure accountability and timely closure.

Commercial & Strategic Alignment
  • Partner with commercial, strategy, and operations leaders to advance business outcomes with toll agencies.
  • Support expansion of partnerships, new integrations, improved operating models, and agency collaboration opportunities.
  • Provide industry intelligence and relationship insights to inform customer strategy, contract discussions, RFP responses, and long-term planning.
  • Help identify risks and opportunities that may impact Verra Mobility's tolling programs, customers, and agency relationships.

Internal Leadership & Communication
  • Serve as the internal voice of tolling agencies by communicating agency expectations, concerns, and priorities to Verra Mobility stakeholders.
  • Prepare executive updates, engagement plans, issue summaries, and recommended actions for senior leadership.
  • Establish consistent processes for agency engagement, relationship documentation, and issue escalation.
  • Model Verra Mobility's values through integrity, accountability, collaboration, and customer-focused leadership.
Qualifications
Required
  • Bachelor's degree in Business, Public Administration, Transportation, Engineering, Technology, or a related field; equivalent industry experience may be considered.
  • 10+ years of experience in tolling, transportation, mobility services, intelligent transportation systems, public-sector partnerships, or related industries.
  • Demonstrated relationships and credibility within the tolling authority, transportation agency, or toll services ecosystem.
  • Strong understanding of tolling operations, agency workflows, interoperability, transponder and plate-based tolling, violation processes, back-office operations, and customer service considerations.
  • Proven ability to manage executive-level relationships and influence outcomes across public-sector and private-sector stakeholders.
  • Experience resolving complex operational or commercial issues involving multiple internal and external stakeholders.
  • Excellent executive communication, negotiation, presentation, and relationship-building skills.
  • Ability to travel regularly for agency meetings, industry events, and customer engagements.

  • Prior leadership role with a tolling authority, transportation agency, toll services provider, systems integrator, mobility technology provider, or industry association.
