Job description

We are SpecPro Sustainment and Environmental (SSE), a government contracting and consulting firm supporting several military installations and federal agencies across the U.S.
SSE is seeking an Asset Management Analyst (AMP) to support the Air Force Civil Engineer Center's (AFCEC) Asset Management Framework managed out of AFCEC/CF (Facility Engineering). The Air Force utilizes Asset Management processes, procedures, and strategies to optimize infrastructure life-cycle management while balancing risk and fiscal constraints. The successful candidate will be part of the SSE team providing innovative solutions to execute the program's objectives. This position plays a critical role in the development, analysis, and oversight of portfolio activities used to sustain and modernize infrastructure across Untied States Air Force and Space Force installations. The role will directly support the Sub-AMP Managers with efforts to enhance asset visibility and enable data-driven decision-making to ensure installations are able to maintain mission-ready facilities while reducing infrastructure risks.
What You'll Do:

Responsibilities will include the following:
  • Demonstrate experience and knowledge of Activity Management, Requirement Identification, and Project Programming Programs or cross-Directorate programs.
  • Perform detailed review of repair project programming documents (DD Form 1391 & 1391C, Certificate of Compliance, and MILCON Replacement Calculations) ensuring compliance with Sub-AMP portfolio objectives and facilitating changes with USAF/USSF installations through a comment review matrix.
  • Advise installations on the project development process and how to gain compliance with all applicable Air Force Instructions (AFI), Uniformed Facilities Criteria (UFC), and the Air Force Comprehensive Asset Management Plan (AFCAMP) business rules.
  • Support Requirement Identification by analyzing built infrastructure data, aggregating requirements, assessing asset performance predictions from Sustainment Management System (SMS), analyzing statistics and trends across portfolios, validating data, performing data management, and recommending enhancements to the process.
  • Support the AFCAMP program by validating project requirements through review of project details, cost estimates, charrettes, and other required project documents for completeness and accuracy.
  • Review repair project planning actions submitted through the Comprehensive Planning Platform (CPP) for compliance with portfolio objectives, programming policy, and asset management principles.
  • Support annual Pavement Management Plan site visits or facility condition assessments as scheduled.
  • Update Sub-Activity Management Plans or Pavement Management Plans as necessary to align with current portfolio objectives.
  • Assist installations with conducting gap analyses and infrastructure assessments to help accurately identify and validate project requirements.
  • Provide analytical, data-driven recommendations for prioritizing infrastructure projects using risk, mission impact, and lifecycle criteria.
  • Develop multi-year project portfolios aligned with Air Force guidance, funding strategies, resilience requirements, and mission needs.
  • Produce advisory ROM and parametric cost estimates using Air Force-approved tools.
  • Conduct lifecycle cost analysis (LCCA), cost-benefit reviews, and economic justification for projects.
  • Develop dashboards, visualizations, and tracking tools that improve transparency and higher-level decision making on infrastructure requirements.
  • Support the identification of resilience vulnerabilities and assist in developing resilience projects and sustainability strategies.
  • Participate in government-led requirements boards and planning charrettes, if necessary, to capture technical input and advise installations on appropriate project scope.
  • Analyze user needs, facility condition data, mission dependencies, and operational gaps to support development of project requirements.
  • Support Sub-AMP Manager processes by establishing document templates/tools, providing logistic support, providing webinars/training, and providing process refinement recommendations associated with the maturation of the activity management process.
  • Develop informative, professional project presentations, briefings, and reports.
  • Provide administrative and technical support to mid- to senior-level staff to prepare information briefs or correspondence to higher headquarters and SAF levels.

What You Bring:
Basic Qualifications:
  • Bachelor's Degree, preferably in Engineering.
  • 5+ years of related experience in Civil Engineer (CE) Requirements Optimization (R&O), CE Operations, or Sub-AMP Management (Facilities, Utilities, or TNAP).
  • Experience supporting DoD installations, AFCEC, AFIMSC, MAJCOM, or similar public-sector infrastructure programs.
  • Proficiency with BUILDER, GIS, Power BI, and enterprise asset management systems.
  • Understanding of FSRM and MILCON programming processes, planning documentation, and Air Force infrastructure requirements.
  • Proficient in Microsoft Excel, Word, and PowerPoint.
  • Strong interpersonal skills to build relationships and foster a collaborative team environment.
  • Excellent written and verbal communication skills with ability to develop clear and concise deliverables, presentations, briefs, and written reports.
  • Ability to adapt and develop innovative solutions to complex issues.
  • Understanding of cross-functional span of control over various specialties and fields.

Preferred Qualifications:
  • Experience in customer service, contractor environment.
  • Experience with Air Force mission and structure.
  • Strong analytical, organizational, and communication skills with ability to work independently and collaborate in a fast-paced government environment.
  • A background in Air Force Civil Engineering and familiarity with project programming.
  • An existing NAC-I clearance or ability to obtain Secret clearance.

This position involves routine customer engagements and requires daily on-site presence for meetings or working groups. The position will support a mixed government - contractor environment at Tyndall AFB, FL. and may require the ability to obtain a Secret security clearance.
