Role description:

Arcadis is seeking a Federal Program Manager with demonstrated relationships across US DoD/Federal Portfolio to lead programs and high-level projects, to mine/capture task orders under existing IDIQ vehicles, engage directly with clients to understand programmatic and operational needs, and coordinate cross-disciplinary internal design/PM teams and external partners to deliver winning task order and IDC responses. This position combines Program Management account leadership, design and interdisciplinary reviews, proposal development oversight, and program stewardship to expand Arcadis' footprint with USACE/NavFac/AF Civil Engineer Center (AFCEC)/Federal clients, while ensuring high-quality delivery, specifically in the US West but also the entire Federal portfolio. This role, sited in the US West, will lead PM teams, shape capture strategy, build trusted client relationships, and lead cross-functional teams to deliver mission-critical task orders. Role accountabilities:

In this role you will: 

Program Management & Delivery Interface 

  •  Partner and participate in program execution teams to ensure seamless transition from award to execution, maintaining quality, schedule, and client satisfaction. 

  •  Support contract administration activities for awarded task orders (resource planning, invoicing support, performance reporting).

  •   Design coordination and inter-disciplinary reviews. 

  •  Provide executive-level briefings on pursuit pipeline, awarded task orders, program risks, and growth opportunities. 

  •  Billability goal of 70% 

Client Engagement & Relationship Management 

  •  Work as part of the USACE, NavFac, AFCEC, and DoD Account leadership team; build and sustain trusted relationships through regular in-person and virtual engagements. 

  •  Conduct client meetings, site visits, and discovery sessions to clarify requirements and align Arcadis offerings with USACE/NavFac and AFCEC objectives. 

  •  Represent Arcadis at USACE, AFCEC, and DoD events relevant to US West and Arcadis Federal priorities. 

  •  Mentor and develop internal staff and partners to strengthen capability alignment with Federal client needs, in coordination with the US West Government-Civic Practice Director. 

IDIQ Mining, Task Order Capture, Teaming 

  •  Lead opportunity identification and pursuit efforts under USACE Districts in US West and AFCEC IDIQ contracts. 

  •  Develop and implement tailored client growth plans and pursuit strategies to position Arcadis for task order awards. 

  •  Translate client programming and end-user needs into differentiated technical and commercial responses. 

  •  Lead development of competitive task order responses, coordinating technical authors, pricing, capture managers, and subconsultants/partners. 

  •  Identify, negotiate, and manage teaming arrangements and subcontract relationships to enhance proposal strength. 

  •  Ensure proposals are compliant, responsive,

Qualifications & Experience:

  • 15 years of professional experience: 

  • 10+ years of Federal experience, with demonstrable success supporting US DoD programs (experience with USACE Districts in the US West and/or NavFac/AFCEC strongly preferred);

  •  5+ years working with state/local governments and community stakeholders

  • Revit and/or AutoCAD experience;

  •   Network of contacts within DoD, other Federal Gov't agencies;

  • Understanding of the Federal procurement process (FAR, DFAR, etc.)

  •  Proven track record mining and winning task orders under IDIQ or similar indefinite delivery vehicles; 

  •  Knows DoD master planning process and resilience principles; 

  •  Expertise in managing multi-million dollars programs, projects, design, and construction; 

  •  Strong client-facing skills with experience eliciting and translating end-user programming requirements into technical and commercial solutions; 

  • Demonstrated ability to lead multidisciplinary teams and manage teaming/subcontractor relationships; 

  •  Preferred Professional Certification (e.g., PE/RA/REM/PMP/PG/LEED AP); 

  •  Willingness to travel up to 30%; 

  •  Bachelor's degree, preferably STEM; 

  •  US Citizen;

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
