Job description

Summary
Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.

Help
The National Counterintelligence and Security Center (NCSC) is dedicated to leading the U.S. Counterintelligence and Security communities, countering all threats posed by adversarial foreign intelligence affiliated threats and enhancing our national security posture at every level. We will serve as the head of U.S. counterintelligence and integrate the instruments of national power to counter foreign intelligence threats. NCSC will be the "center of gravity" to support the counterintelligence and security efforts of the entire U.S. interagency, and public sector initiatives to protect our nation from adversarial efforts to exploit the United States and victimize the American people.
Represents ODNI & NCSC at the strategic level to other IC partners, United States (U.S.) Government, State, Local and Tribal Governments and private industry.
Applies mastery of the counterintelligence field to interpret and recommend actions and identify opportunities.
Develops and maintains robust professional relationships with officials across the IC and law enforcement community to advance NCSC initiatives.
Lead, plan, and prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior USG officials in a manner that meets their specified requirements and provide expert analysis and recommendations that ensure directed missions align with strategic objectives.
Provide collaboration tools and policies for successful collaboration effort.
Engage counterparts on tactical coordination issues for effective implementation flagship collaboration initiatives.
Collaborate with stakeholders to develop the roadmap for the strategic solution to compartmented collaboration.
Apply legal and policy issues related to collaboration.
Lead assessments to leverage best practices and lessons learned.

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications
Uses judgment and ingenuity to apply broad and nonspecific national-level policies to specific joint interagency operational missions.
Carry out mission management responsibilities independently within a broadly defined mission, shepherding counterintelligence integration, planning, and oversight of team actions that affect national-level counterintelligence outcomes and effects.
Provides senior level deconfliction and mediation for interagency activities, making decisions that often involve a strong impact on IC outcomes and effects.
Extensive knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.
Demonstrated ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions.
Demonstrated leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
Demonstrated analytical and critical thinking skills, including the demonstrated ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Certifications/Licenses:
Must be, or was previously, a Badged and Credentialed Counterintelligence Agent.

JOB INTERVIEW TRAVEL
Candidates from outside the Washington Metropolitan Area (WMA) may be selected for a telephone, teleconference, or in-person interview.
SALARY DETERMINATION
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.
Current federal employees whose current GS grade is lower than the grade of the advertised ODNI position will have pay set at his or her current grade and step.
In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.

For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
