About the Opportunity
DMI is seeking a Project Manager specializing in Agile methodology and Federal Agile Delivery Services (ADS) to support the Federal program. This individual will serve as the EPMO's Agile authority, ensuring that all delivery squads operating within the team follow sound Agile practices aligned with the ADS framework required for federal IT programs. The role combines the rigor of a program manager with the facilitation instincts of a seasoned Scrum practitioner and will coach junior PMs and BAs on Agile fluency.
Duties and Responsibilities:
  • Drive Agile and ADS methodology adoption across all active system enhancement workstreams, serving as the team's primary Agile coach and practitioner
  • Own and groom program-level backlogs, enforcing sprint cadence, velocity tracking, and Definition of Done standards across all squads
  • Facilitate PI Planning sessions, sprint planning, sprint review, retrospective, and daily stand-up ceremonies
  • Maintain and update program-level boards and epics in Jira or Azure DevOps; produce sprint summary reports and burndown charts for each active workstream
  • Ensure ADS compliance documentation is maintained and submitted to Government clients as required under federal contract obligations
  • Identify and escalate impediments blocking sprint and program-level progress to the COR within one (1) business day
  • Coordinate release planning activities and provide release forecast reports to the COR on a bi-weekly basis
  • Coach team members on user story writing, acceptance criteria quality, story sizing, and Agile best practices
  • Support Program Increment (PI) planning and SAFe-level coordination where multiple teams are working against shared program objectives

Qualifications
Education and Years of Experience:
  • Bachelor's degree in information technology, Business Administration, or a related field required
  • Minimum 5 years of Agile program management experience in a federal IT environment
  • Experience implementing Agile methodologies, Scrum, Kanban, or SAFe in large-scale enterprise programs.

Required Skills & Certifications:
  • Certified ScrumMaster (CSM) or Professional Scrum Master (PSM) certification required
  • SAFe (Scaled Agile Framework) certification nice to have
  • PMP certification (active) preferred
  • Proficiency in Jira and Azure DevOps for backlog management, sprint tracking, and reporting
  • Experience facilitating PI Planning sessions and SAFe-level Agile ceremonies in federal programs
  • Strong facilitation, coaching, and conflict-resolution skills
  • Experience using Agile metrics and dashboards to drive continuous improvement and executive reporting.
