Summary
The AO is responsible for many administrative functions within the Dental Service and will represent the Chief when so designated. AO responsibilities include, but are not limited to, the following disciplines: fiscal, budgeting, staffing, accreditation compliance, quality improvement, environment of care, safety, ADPAC, supply management and public affairs.

Major duties include but not limited to:
Human Resources Administration and Management Work

  • Responsible for the execution of the HR administrative management responsibilities related to the accomplishment of the mission. Provides recommendations, information, and guidance to Dental Service staff concerning basic procedural, policy and regulatory requirements related to HR such as staffing, classification, career advancement, benefits, awards, and Employee and Labor Relations (ERLR).
  • Provides administrative support to the Dental Service Chief on HR related documents: Organizational Charts, 6-part folders, position descriptions, functional statements, SF-52 (Request for Personnel Action), Professional Standard Board Action forms, awards, memorandums, performance appraisals etc.
  • Conducts analysis on trends within the Dental Service in HR areas such as awards. Utilizes originality in problem solving and modifies existing methodology to complete analysis. Develops staffing plans that improve productivity, reduce costs such as overtime, and use principles of Relationship Based Care (RBC) to maximize employee participation in shared governance and job satisfaction.

Administrative Management
  • Assists in overall administrative management of the Dental Service. This may include interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues.
  • Performs administrative management requirements in the Dental Service. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Performs quality assurance work that involves the systematic prevention of defects, nonconformance to regulations and standards, identification of unsatisfactory trends and conditions, and correction of factors that may contribute to defective work processes or products.
  • Serves as the Dental Service application coordinator (ADPAC) and administrator for Dental Records Manager Plus, with expert knowledge of Dental Records Manager Plus dental software packages.
  • Serves as a member of several VASNHCS committees: Epidemiology (Infection control), GEMS, Hazardous Waste, Commodities, and Administrative Officer. Functions as the local administrator of the Homeless Veterans Dental Program including acquisition, utilization of local funding, tracking non-VA care expenditures, liaison with local community dentists and VA billing services.

Procurement and Contracting
  • Manages procurement and contracting for the Dental Service. This may include preparing procurement requests, evaluating proposals for work, serving as Contractor Officer Representative (COR), and maintaining procurement and contracting records.
  • Initiates and prepares contracts, including determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors.
  • Assists in the financial management and budgeting for the Dental Service. This includes budget formulation, justification, and financial reporting.

Preferred Experience: Facility experience and experience with Dental (scheduling, patient management, clinical).
Work Schedule: Monday to Friday, 7:30am to 4:00pm PST
Telework: Ad-hoc only and based on supervisory approval.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform all administrative functions that include administration, human resources management, office support services, document control, logistics, and a variety of related administrative matters in support of a medical facility. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Note: to receive credit for your education, you MUST provide a copy of your transcripts with your application package. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-9.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: he work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
