Introduction

The Maryland Public Service\r\nCommission's Office of General Counsel (OGC) seeks a full-time Attorney to\r\nprovide legal and policy advice to the Commission on a wide array of matters\r\nrelated to the regulation of electric, gas, transportation, telecommunications\r\nand other industries regulated by the Commission.\r\nAbout the Commission: The\r\nCommission is a state regulatory agency that oversees public service companies\r\nto ensure that their rates, terms, and conditions of service are just,\r\nreasonable, and transparent. The Commission acts to protect the safety of the public,\r\nensure efficient and reliable delivery of public utility services, and\r\nencourage the conservation of natural resources and environmental preservation.\r\nThe Commission serves the public interest through a commitment to\r\nprofessionalism, diversity, mutual respect, and ethical conduct.\r\nAbout the Office of General\r\nCounsel: OGC provides legal advice and assistance to the Commission on\r\nquestions concerning the jurisdiction, rights, duties and powers of the\r\nCommission. OGC also defends Commission orders in court in appellate\r\nlitigation, represents the Commission in federal and state administrative\r\nproceedings, and initiates and defends other legal actions on the Commission's\r\nbehalf as needed.\r\n

POSITION DUTIES

Provide analysis, advice and\r\nsupport to the Commission on matters pending before it and on matters before\r\nother State and federal regulatory agencies;\r\n Review, evaluate and provide\r\nanalysis of applications, transactional documents, testimony and pleadings\r\nsubmitted to the Commission;\r\n Prepare draft Commission\r\norders;\r\n Provide oral and written\r\nbriefings on matters of interest to the Commission; and\r\n Litigate cases in State and\r\nfederal courts, including handling appeals of Commission orders. \r\nThis Special Appointment\r\nposition serves at the pleasure of the Appointing Authority ("the Commission.")\r\nHow to Apply\r\n To apply, please submit a\r\ncover letter, resume, writing sample, law school transcript, and evidence of\r\nadmission to, and good standing in, the Maryland Bar online to\r\nkimberlys.parker@maryland.gov. MINIMUM QUALIFICATIONS

Candidates must hold a Juris Doctorate degree from an\r\nABA-accredited law school, and be admitted to the Maryland Bar. Additionally, a\r\nvalid authorization to work in the U.S. and a valid driver's license are\r\nrequired. To be eligible for the\r\nAssistant General Counsel position, the candidate must have at least three\r\nyears of legal experience, with prior experience in energy regulation\r\npreferred. Excellent writing, verbal, and communications skills are required to\r\nperform the duties of either position.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications\r\n Experience in utility\r\nregulation or other administrative law matters, including practice before state\r\nor federal regulatory utility commissions;\r\n Trial or appellate\r\nlitigation experience in state or federal courts;\r\n Practical knowledge of State\r\npersonnel law and the State procurement process;\r\n A background in economics,\r\nbusiness, accounting, environmental law or engineering; and\r\n Proficiency with legal\r\nresearch tools such as Westlaw and Lexis, and Microsoft Word.\r\n
