Job description

The Contractor SAP Security Officer (CSSO) provides direct, hands-on support for the daily administration and execution of the Special Access Program (SAP) security program. Working under the guidance of the lead CSSO, this position is responsible for executing critical security functions across all security disciplines to ensure compliance and protect sensitive program information. The role requires a strong working knowledge of SAP/SCI security procedures and exceptional attention to detail.


  • Create a secure environment by coordinating with the Cognizant Authority (CA) Special Access Program Central Office (SAPCO), Program Security Manager (PSM), Program Security Officer (PSO), Government Activity Manager (GAM), and Contractor Activity Manager (CAM) to protect SAP information at all contractor locations. 
  • Take responsibility for security management, including the Security, Education, Training, and Awareness (SETA) program, and all related operations within the assigned activity, organization, or office. 
  • Implement and execute all SAP security requirements as defined in this issuance,
  • and any additional guidance provided by the CA SAPCO security director. 
  • Develop, coordinate, maintain and execute Security Standard Operating Procedures for the SAPF/SCIF.
  • Process Program Access Requests (PARs), facilitate indoctrinations and debriefings, and maintain personnel security files. 
  • Manage visit certifications and foreign travel reporting for all SAP-accessed personnel. 
  • Coordinate all SAP security matters, including personnel vetting issues and security incidents, with the CA SAPCO, PSM, PSO, GAM, or CAM, as applicable. 
  • Ensure all records are updated in the SAP personnel vetting system, such as the Joint Access Database Environment (JADE) or its successor system. 
  • Assist with the day-to-day management of all SAP materials.
  • Conduct inventories, manage document control and accountability logs, and prepare materials for secure transport and destruction in the appropriate database of record. 
  • Support the physical integrity of the SAPF by managing access control systems, conducting daily security checks, monitoring alarm systems, and escorting non-accessed personnel. 
  • Enforce compliance with ICD and DOW policies for SCI and SAP management ensuring SAPF and SCIF comply with ICD 705 requirements.
  • Interface with SAP cybersecurity Information System Security Managers (ISSMs) to ensure the full protection of SAP material access is known, shared, and integrated. 
  • Conduct and document annual self-inspections and develop and submit any necessary corrective action plans to the CA SAPCO PSM or PSO. 
  • Establish, conduct, and document initial, situational, and annual refresher training for all assigned SAP-accessed individuals. 
  • Assist in providing security briefings and general security support to all program personnel.
  • Conduct security inquiries, identify suspected security infractions and violations, develop reports, and make recommendations to the government security team for corrective action(s).
  • In coordination with the GAM or CAM, develop, maintain, and submit for endorsement all program protection implementation plans on an annual basis to ensure compliance with DoDI 5000.83.

  • A minimum of 5 years of relevant experience in DoW and/or IC security, with at least 3 to 5 years of direct, hands-on experience working within a Special Access Program environment.
  • A high school diploma. Bachelor’s degree preferred or equivalent experience. Completion of foundational CDSE/STEPP security training is required; SAP-related training is highly desirable
  • Must possess an active Top Secret security clearance with SCI eligible and willing to consent to a CI Polygraph 
  • A strong working knowledge of SAP security policies and procedures is required. Proficiency with the Defense Information System for Security (DISS), Joint Access Database Environment (JADE) and other security management software is also necessary. 
  • Proficient in various types of information technology applications, such as Microsoft Office (MS Word, Access, Excel, and PowerPoint), SharePoint and Adobe.  
  • Excellent organizational skills and a high degree of attention to detail are required. The ideal candidate will also have strong communication skills and the ability to work effectively in a team-oriented, high-security environment.
