The New Mexico Forestry Division retains lead responsibility for wildland fire management on all non-federal, non-tribal, and non-municipal lands, maintaining fire suppression capacities and emphasizing public and firefighters' safety. The Forestry Division promotes healthy, sustainable forests and watersheds in New Mexico for the benefit of current and future generations.
Why does the job exist?
This position exists to implement and manage the Division's statewide wildland fire programs to support local government and volunteer fire departments in wildfire response. The program management of functions include planning, coordinating and oversight of the federal Volunteer Fire Assistance (VFA) grant program administered by the Energy, Minerals and Natural Resources, Forestry Division. The position administers the VFA program to grant funds to local government established fire departments throughout the state through a Request for Proposal (RFP) process. The federal VFA program is specifically directed to increase wildland fire response capabilities of local government and volunteer fire departments through equipment allocation, training opportunities and capacity building of wildland fire coordinators. The program coordinator serves as the state's training officer and is tasked with coordinating, tracking and updating of all Division personnel and local fire department personnel training and qualification data in the state and federal data bases (e.g. Incident Qualifications System (IQS)). The position is responsible for evaluating grant proposals and providing fiscal and administrative oversight to include grant and program reporting.
This position also manages the Federal Excess Personal Property (FEPP) received from the federal government and tracks the assignment of FEPP to local fire departments. This position prepares and implements the State's annual wildland fire and aviation plans and manages agreements with local governments throughout New Mexico. The position assists the Resource Protection Bureau and Assistant State and State Fire Management Officer by providing current information about fires within the state, including coordination and mobilization of both Division and local fire department resources in-state and out-of-state for wildland fire suppression activity. The position conducts fire suppression activities commensurate with their National Wildfire Coordinator Group (NWCG) qualifications.
How does it get done?
This position manages the Federal Volunteer Fire Assistance Grant Program which provides assistance to the State of New Mexico local fire departments and increasing their wildland fire suppression capabilities. This position manages the Federal Volunteer Fire Assistance Grant Program training contracts which deliver training to fire departments for the development of local government wildland firefighters. This position executes request for proposals (RFP) and request for application (RFA) for both the VFA Grant and Training.
This position assists the Resource Protection Bureau with the management of wildland fire by promoting efficient suppression, firefighter safety and tracking of all Division wildland fire resources during periods of high activity. Assist in coordination of statewide resource mobilization plan, updating and management of both internal and external Incident Qualification System, assist the Divisions 6 units with fire suppression activities, coordinates and manages the field units Resource Ordering and Status System (ROSS), coordinates, manages and delivers training to Division field units on the Divisions Fire Management System (FMS).

Ideal Candidate
The ideal candidate will have experience in the following:
* Minimum of 4 years of wildland fire experience.
* Experience working with contract, request for proposal (RFP) and request for applications (RFA).
* Experience and oversight of competitive grant process.
* Clear communication both verbally and written
* Experience with Microsoft programs to include work, excel, access and outlook.
* Self-motivated, organized, deadline oriented
Minimum Qualification
Bachelor's degree from an accredited college or university in any field. Any combination of education from an accredited college or university and/or related experience in this occupation totaling four (4) years may substitute for the required education.
Employment Requirements
Must maintain and possess a current New Mexico Driver's License, Defensive Driving Certificate
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage and extended periods of sitting with some standing, bending, reaching, and walking. Short and continuous time frames and/or time constraints and performing duties under short timelines are a common occurrence Ability to lift and carry a minimum of 25lbs. Occasional work outside in inclement weather. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies. Performs work in office and field settings. Will be required to work irregular or extended work hours. Extensive travel statewide necessary. May be exposed to hazardous working Conditions/inclement weather. Exposed to risk of physical injury. Must be able to operate 4-wheel drive vehicle in rough terrain. Must be able to work in wildland fire environment. Must be willing to accept change in geographical assignments.
