Job description

Job Title: Senior Acquisition Analyst
Clearance Required: DHS Public Trust EOD, US Citizen (Secret Clearance or above preferred)
Work Location: Onsite 2-5 times a week in Arlington, VA and/or Washington, DC (applicant must be based within a commutable distance (1-2 hours) within the DMV)
Alpha Omega is searching for an experienced Senior Acquisition Analyst to join one of our long-term Federal projects.
The Senior Acquisition Analyst provides expert guidance and support throughout all phases of the federal acquisition lifecycle. This position ensures full compliance with Federal and DHS acquisition regulations and policies, manages complex acquisition projects, and supports mission-critical procurement activities. The Senior Acquisition Analyst performs hands-on tasks of preparing procurement packages and related activities to facilitate contract awards. This role engages with a wide range of internal and external stakeholders, including senior leadership, oversight organizations, and multidisciplinary teams, to gather information, represent program interests, and ensure compliance with acquisition policies and procedures.
To be successful on the contract, the candidate must be highly organized, demonstrate a thoughtful and methodical approach, possess the ability to pivot and adapt to evolving requirements, and be able to work effectively across multiple systems.
Key Responsibilities:
  • Facilitate integrated procurement teams (IPT) to elicit technical, functional and operational requirements, manage the acquisition timeline, and ensure procurement packages are completed and submitted for appropriate reviews and approvals.
  • Develop, review, and finalize required procurement documents: acquisition plan, Performance Work Statement (PWS)/Statement of Work (SOW), Request for Information (RFI), Market Research Report, Independent Government Cost Estimate (IGCE), and Evaluation Plan.
  • Conduct market research to identify potential sources, analyze industry trends, identify potential set asides, and determine the most appropriate contract vehicle for each procurement.
  • Prepare Determinations and Findings (D&F) for other than fixed-price procurements and for exercising option periods.
  • Identify the appropriate Justifications and Approvals (J&A) document for each procurement including, Brand Name Justification (BNJ), Limited Source Justification (LSJ), Sole Source Justification, and Exception To Fair Opportunity.
  • Prepare and obtain review/approval for ICE and DHS-specific procurement artifacts: Contract Language Checklist, Inherently Governmental Functions Checklist, Privacy Questionnaire, and Appendix G: Safeguarding CUI.
  • Tailor the DHS ITAR Terms and Conditions for each solicitation to ensure compliance with FAR, DHS, and ICE requirements.
  • Submit and track procurements through ICE Privacy to obtain review by the Information Assurance Division (IAD) to ensure compliance with privacy requirements.
  • Submit and track procurements through the ICE and DHS Acquisition Review (ITAR) processes for applicable procurements.
  • Submit and track software IT Service Request (ITSR) for software procurements.
  • Process G-514 forms and ensure proper documentation and routing; notify Finance Manager of any changes to funding needs
  • Support post award contract administration activities such as preparing packages for modifications/exercising option periods.
  • Maintain accurate acquisition records and ensure proper documentation using ICE's Power App based "CPM" tool and SharePoint repository.

Required Qualifications:
Education:
  • Bachelor's degree in business, public administration, or related field.

Experience/Skills:
  • Minimum 5-7 years of federal acquisition experience, preferably with DHS or ICE.
  • Strong knowledge of Federal Acquisition Regulation (FAR) and DHS procurement policies.
  • Experience with Government Wide Acquisition Contracts (GWACs) and department wide Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicles.
  • Demonstrated experience facilitating IPTs, developing PWS/SOWs, IGCEs, conducting market research, preparing D&F and J&A documents and developing evaluation factors and streamlined evaluation approaches.
  • Ability to manage multiple priorities and work independently.
  • Excellent communication, analytical, and organizational skills.
  • Proficient in Microsoft Excel, Word, PowerPoint, SharePoint, and Microsoft -Teams.
  • Able to work effectively across multiple systems to complete required tasks, including gathering and storing required data and documents.
  • Highly organized with a thoughtful, methodical approach and the ability to pivot and adjust approach to meet evolving requirements

Preferred Experience/Skills:
  • Experience submitting and tracking ITAR reviews, software IT Service Requests (ITSR), privacy reviews, and processing G-514 forms.
  • Experience drafting DHS and ICE specific procurement artifacts (Contract Language Checklist, Inherently Governmental Functions Determination, Data Rights Questionnaire, Privacy Checklist, Appendix G: PII/CUI Security).

Salary and Benefit Information:
The likely salary range for this position is $84,000 - $130,000. This is not, however, a guarantee of compensation or salary. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, education and certifications as well as contract provisions regarding labor categories that are specific to the position and could fall outside of this range.
