OKEEFFECPA & Associates is seeking a Senior Acquisition Analyst and subject matter expert for a U.S. Army client to support activities related to the acquisition, development, and implementation of U.S. Army Defense Business Systems. The Acquisition Team consultant works with a team of acquisition professionals and coordinates activities based on functional and technical stakeholder input from stakeholder organizations within PEO-EIS and the Army Contracting Command representatives. The individual will support acquisition, program management, and contracting activities. Client site location is Fort Belvoir, Virginia.
Job Description
Responsibilities
Assist technical SMEs and Program Management (PM) Offices in developing acquisition packages, including conducting market research and associated reports, developing PWS/SOO/SOW, evaluation criteria, etc.
Provide expert advice on utilizing OTA's and FAR based contracts for business system modernization efforts Provide non-governmental advice and support during source selection efforts Within broad objectives, support the development and implementation of a wide range of Federal contract types (FFP, T&M, CPFF, CPAF, performance-based, OTA, etc.) Supports the contract administration process, applying expertise on the body of statutory and regulatory guidance impacting acquisition Conduct cost/price analysis, fee/profit fee analysis, and technical and contractual negotiations leading to an award of contracts Processes supporting documentation for the award Analyze and advise on the performance of procurement activities against various procurement indicators and goals Provide group facilitation, interviewing, training, and additional forms of knowledge collection and transfer

10+ years' experience in defense acquisition, contract formation and
10+ management to support the development of materials for Software,
10+ System Integration, and SETA support contracts
Experienced in writing requirements documents such as PWS, Market Research Documents, Justifications, Acquisition Plan/Strategy, Cost estimates, Source selection procedures Demonstrated knowledge in Business Capability Acquisition Cycle (BCAC) (DoD 5000.75 or similar) and software acquisition to support the development of key deliverables and work products including but not limited to:
Capabilities Implementation Plan
Initial integrated master schedule and work breakdown structure Market Research, RFI's and Solution Analysis Initial Intellectual Property Strategy Possess an in-depth working knowledge in DoD Business Systems Requirements and Acquisition, as well as the Business Capability Acquisition Cycle (BCAC) process Proficient in developing acquisition strategy and documentation for Other Transactional Authority prototypes that move into production for DOD 5000 series programs Demonstrated knowledge of Federal Acquisition Regulations (FAR), other acquisition regulation, Government contract and subcontract management, specifically with Source Selection Evaluations under multiple contract types Significant experience providing acquisition support to an Army PM Offices Excellent computer applications skills, especially with M.S. Office products (e.g., Word, Excel, PowerPoint Outlook, Project) and SharePoint Must possess and maintain a SECRET Security Clearance
