PROJECT MANAGER / ACCESSIBILITY GOVERNANCE Consultant
The Project Manager / Accessibility Governance Lead will provide project leadership and accessibility governance support for a public-sector digital accessibility initiative. This individual will oversee project planning, stakeholder engagement, governance activities, project schedules, deliverables, risks, and coordination across multiple workstreams.
The Project Manager will work closely with client leadership and an internal Accessibility Working Group to assess current accessibility practices and help establish a sustainable accessibility program aligned with Americans with Disabilities Act (ADA) Title II requirements and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.
Key responsibilities include:
1. Project Management and Coordination:
  • Lead project initiation, planning, scheduling, and coordination across project workstreams.
  • Develop and maintain the Project Management Plan, project schedule, milestones, and deliverable tracking.
  • Coordinate weekly project meetings with client stakeholders during active project phases.
  • Manage project risks, dependencies, priorities, schedules, and deliverable quality.
  • Coordinate activities among accessibility SMEs, consultants, client stakeholders, and other project resources.
  • Ensure project activities and deliverables remain aligned with client objectives, schedules, and accessibility requirements.

2. Accessibility Governance:
  • Lead development of recommendations for a sustainable enterprise accessibility program.
  • Support development of an accessibility governance framework aligned with ADA Title II and WCAG 2.1 Level AA.
  • Define and document organizational roles, responsibilities, and accessibility ownership.
  • Establish recommendations for accessibility liaisons, content governance, monitoring practices, and compliance oversight.
  • Support development of accessibility policies, procedures, complaint response processes, and recordkeeping practices.
  • Establish recommendations for reviewing and validating newly created public-facing digital content prior to publication.

3. Stakeholder Engagement and Facilitation:
  • Develop and execute a Stakeholder Engagement Plan.
  • Facilitate stakeholder interviews, governance workshops, working sessions, and project meetings.
  • Engage stakeholders across departments to understand current accessibility practices, challenges, workflows, and organizational needs.
  • Facilitate collaboration with the client's Accessibility Working Group.
  • Translate technical accessibility requirements into practical organizational recommendations.
  • Communicate project findings, risks, priorities, and recommendations to leadership and stakeholders.

4. Strategic Planning and Implementation:
  • Oversee development of a phased accessibility implementation roadmap.
  • Establish short-, mid-, and long-term priorities, milestones, resource considerations, and success measures.
  • Support development of compliance tracking and reporting processes.
  • Provide guidance for integrating accessibility into ongoing organizational operations and workflows.
  • Support organizational adoption and long-term sustainability of accessibility practices.

Required qualifications to be successful in this role:
  • Demonstrated experience managing digital accessibility, ADA compliance, technology, organizational improvement, or similar consulting initiatives.
  • Experience leading complex projects involving multiple stakeholders and workstreams.
  • Knowledge of ADA Title II and WCAG 2.1 Level AA requirements.
  • Experience developing or implementing governance frameworks, policies, procedures, or organizational processes.
  • Experience facilitating stakeholder interviews, workshops, and cross-functional meetings.
  • Strong project planning, scheduling, risk management, and deliverable management capabilities.
  • Strong stakeholder engagement and client relationship skills.
  • Ability to translate regulatory and technical requirements into practical organizational strategies.
  • Excellent written, verbal, presentation, and facilitation skills.
  • Ability to work effectively with executive, operational, and technical stakeholders.

Preferred skills include:
