Senior Oracle Fusion - Human Capital Systems

Location: Hybrid (Remote & Onsite as needed in Alexandria, VA)
Schedule: Monday-Friday, typically 8:00 AM - 5:00 PM


Position Overview

RM Advisory Services is seeking a senior-level Oracle Fusion HCM and Payroll professional to provide functional leadership for its enterprise transition from PeopleSoft HCM/Payroll to Oracle Fusion HCM Cloud. The consultant will guide solution design, configuration, testing, data conversion, integration, reporting, cutover, and go-live support in a complex payroll and unionized environment


Key Responsibilities

Oracle Fusion HCM and Payroll Solution Leadership

Lead functional design and configuration across Core HR, Payroll, Absence Management, and Time & Labor.

Translate complex payroll, union, and business requirements into effective system configuration, functional setups, technical changes, and clear documentation.

Resolve complex issues involving timecards, element entries, worker data, payroll calculations, statements of earnings, deductions, tax configuration, fast formulas, and user-defined tables.

Implementation, Testing, and Data Conversion

Support the full implementation lifecycle: requirements gathering, configuration, testing, issue resolution, cutover, and go-live support.

Lead system integration testing, user acceptance testing, parallel payroll, and cutover activities; prepare test cases, execute scenarios, document results, and capture lessons learned.

Support data conversion, validation, and reconciliation; identify discrepancies and recommend corrective action.

Integrations, Reporting, and Collaboration

Maintain and support Payroll-to-General-Ledger and vendor integrations, including ADP interfaces.

Develop and optimize reporting using SQL, Oracle Transactional Business Intelligence (OTBI), and BI Publisher.

Partner with business users, IT teams, and Oracle to design solutions and resolve functional and technical issues.

Apply working knowledge of Oracle Cloud Infrastructure (OCI) and Oracle Integration Cloud (OIC).

Required Qualifications

  • Bachelor's degree.

    Minimum of four years of relevant professional experience.

    Current Certified Payroll Professional (CPP) certification.

    Minimum of two years of experience at the Payroll Manager level.

    Payroll leadership experience supporting financial institutions, real estate, public or private sector organizations, federal/state/local government, or another comparable complex environment.

    Hands-on experience configuring and supporting Oracle Fusion HCM and Payroll for complex HR and payroll processes.

    Strong analytical, problem-solving, communication, presentation, and documentation skills.

    Ability to work independently, manage accountability, and collaborate effectively with business and IT stakeholders in a fast-paced environment.

    Preferred Qualifications

Advanced degree.

Fifteen or more years of broad functional HCM/payroll experience.

Eight or more years of hands-on Oracle HCM Cloud delivery experience.

Experience leading a PeopleSoft HCM/Payroll migration to Oracle Fusion HCM Cloud.

Proven delivery of multiple full-cycle Oracle Fusion HCM/Payroll implementations.

Public-sector, transit, transportation, or WMATA-related experience.

Demonstrated team leadership and the ability to break down complex challenges into practical solutions.

Work Location

Hybrid schedule: onsite at WMATA's Alexandria office Monday through Thursday and remote on Friday.

Contractors are expected to follow WMATA's in-person schedule unless otherwise approved.

The selected consultant is expected to remain assigned for the duration of the task order and maintain accurate weekly time reporting.
