BIG BEND & BAYSIDE PLANT
POSITION CONCEPT:
The DCS Specialist or Engineer is responsible for troubleshooting and maintaining the Station's plant Distributed Control System (DCS) hardware and software. This position's responsibility includes ensuring DCS system reliability, integrity, and health by performing daily back-ups of DCS computer software and logic changes. Responsibilities also include implementing new DCS logic, changing existing DCS logic, and replacing and installing DCS hardware. The DCS Specialist or Engineer coordinates with IT ensuring plant DCS Cyber Security is active, current, and in compliance. The DCS specialist administers domains and users within the control networks.
DUTIES AND RESPONSIBILITIES:
  • Maintain/troubleshoot/repair plant Distributed Control System (DCS), GE Mark VI and PLC control systems. Recognize needs before they arise and take appropriate action.
  • Implement/modify/document plant communications for Cyber Security plan.
  • Support plant equipment modifications by adding/changing/removing DCS logic and controls.
  • Maintain plant 3rd party software applications for process monitoring (DBDOC, GRITS, Asset Centre, RSLogix5000).
  • Assist TECO Energy Information & Security department with all plant control systems (GE & ABB) for NERC and Emera CSF compliance.
  • Interact and communicate daily with process teams providing technical support, direction and training to support plant operations. Provide technical support to maintenance Staff.
  • Produce and maintain accurate system records, including logic diagrams, P&ID prints, and alarm management.
  • Investigate and analyze new products and procedures and direct personnel in use of same. Contact equipment manufacturers to solve equipment problems.
  • Coordinate and provide technical support and quality control for work performed by outside contractors and plant personnel.
  • Assist in the station budgeting process and provide annual forecast of expected contractor manpower levels and contractor costs. Develop budgets for maintenance and improvements to ensure safe and reliable operation plant control system.
  • Follow all company and plant guidelines and applicable processes including but not limited to NERC, safety and environmental.

SOLAR ENERGY CENTER
POSITION CONCEPT:
In this position, the engineer reports to the engineering manager, Solar and Energy Storage Operations. This individual is responsible for his own personal safety awareness, maintenance and technical support of all Solar Digital Control/Computer Systems (DCS), and other Solar wide Process Control systems, the associated subsystems and all the associated field input and output devices. Technical support includes training and assisting all Maintenance, Operating, Engineering and Management personnel that utilize the Digital Control Systems. This individual is responsible for supporting the updating and maintenance of the associated system backup processes, system software and data information interfaces such as the Canary System (Historian), Maintenance IO and Calibration Report database applications. This individual is also responsible for the Solar Digital Control System's Cyber security concerns and any associated activities.
DUTIES AND RESPONSIBILITIES:Within the limits of authorized objectives, policies, procedures, plans, schedules and budgets, this position has the responsibility and commensurate authority to:
  • On an on-going basis ensure the Solar Digital Process Control/Computer systems are maintained and running properly. Initiate all necessary repairs or as needed manage maintenance of said systems.
  • Provides day-to-day operational and maintenance support to local personnel for all Solar Process Digital Control/Computer systems and subsystems on an as needed basis and provides relevant training at regular intervals. This would include the spare parts review and common everyday DCS and PLC parts repair and documentation requirements.
  • On an on-going basis ensure the Solar DCS subsystems (such as Ignition Control System, Canary Historian and Solar Plant Master Controllers) are maintained and running properly.
  • Provides active support for all Process Control/Computer systems and associated subsystems upgrades and new installations. Ensure concerns are addressed and systems installations are documented well with a critical review of future maintenance requirements. Provide Graphic, Control and Point building support on an as-needed basis and proactive basis. Also initiate periodic review of point Alarm priorities. Also, maintain system documentation, this includes: monthly software backups of all Solar Process Digital Control/Computer systems and associated subsystems, ensure installation documentation exists and is current, maintain related I/O maintenance database or databases in a matter that supports system and field maintenance.
  • Maintain personal safety awareness. This includes attending all safety training and general safety meetings that are available. To perform monthly H.E.C. procedure reviews via a team effort, to orchestrate monthly housekeeping reviews and associated follow up work, to monthly review the Personal Protection Equipment (PPE) of one random individual and all other management mandated safety procedural tasks. In general, assist the team to maintain an injury free and environmentally compliant workplace by ensuring that areas reviewed are clean, obstacle free and safe.
  • Also, maintain an ongoing education of state-of-the-art equipment and operating procedures beneficial to station controls optimization.
  • Provides technical support and direction in the related Instrument & Controls areas to include routine and emergency maintenance requirements, which include problem resolution, and root cause analysis. This support also includes the engineering and related documentation effort associated with new field installation or upgrades that often evolve into budgeted projects. Provides non-routine technical support to operations, maintenance, and engineering staff in more complex control system(s) maintenance. Develops and implements improved troubleshooting procedures and seek new solutions for I&C control systems(s).
  • Review and implement on a regular basis the Solar Cyber security initiatives as required. This currently includes the implementation and thereafter utilization of the new government required North American Electric Reliability Corporation (N.E.R.C.) Standard. This will involve new equipment configurations and installations. And thereafter on an on-going basis the utilization of this equipment such as software backup subsystems, Anti-Virus subsystems and Public Domain subsystems that orchestrate equipment security and personnel equipment interface access via regularly maintained password administration. In addition, the new N.E.R.C standard requires a very large documentation effort on an on-going basis for the entire DCS system and associated infrastructure and related processes (such as equipment maintenance, security related initiatives and software backup).

EDUCATION:
Requirement: DCS Maint Specialist- Minimum of a High School Diploma or GED.
Requirement: DCS Engineer- Bachelor's Degree in Engineering or Computer Science Degree
LICENSES/CERTIFICATIONS:
Preferred: ISA Instrumentation & Controls Certification
DCS training, preferably ABB/Bailey

Required:
Maint Specialist - DCS
Minimum 5 years of controls experience working in a Process Plant Control environment and requires at least 2 years' experience in developing, changing, maintaining, and troubleshooting DCS logic; maintaining, replacing, and repairing Distributive Control System (DCS) hardware; and installing and maintaining 3rd party software applications.
Maint Specialist Sr - DCS Required: Minimum 7 years of controls experience working in a Process Plant Control environment and requires at least 2 years' experience in developing, changing, maintaining, and troubleshooting DCS logic; maintaining, replacing, and repairing Distributive Control System (DCS) hardware; and installing and maintaining 3rd party software applications. AND must prove competency in the station specific control system through skills testing and approval from the review board.
DCS Engineer - Minimum of 4 years of related to the duties and responsinilities of the position.
Preferred: Process control engineering with thorough understanding of control network communications. Familiarity with NERC CIP standard. Maintenance and repair of Emergency Shutdown Systems Experience with Emerson Ovation digital control systems. Experience with various industrial plant control and telemetry systems (PLC, RTU, HMI).
KNOWLEDGE/SKILLS/ABILITIES:
Required: Knowledge & skill of instrumentation controls and devices. Understanding programmable logic controls, emergency shutdown systems, distributive control systems, routable/non-routable communications interfaces, and analytical devices. Understanding of DCS, CAD drawings, electrical drawings, P&ID drawings, ladder logic & flow diagrams. Ability to work in an industrial environment. Good interpersonal oral & written communication skills.
WORKING CONDITIONS:
  • Must be willing and able to respond to plant needs with 24/7 coverage
  • Must be willing and able to work in dusty, hot and noisy environments

PHYSICAL DEMANDS/ REQUIREMENTS:
  • Must be willing and able to pass a baseline physical with pulmonary function and negative pressure respirator fit test.
  • Must be willing and able to use personal protective equipment (PPE) on-the-job.
