Job description

Introduction

This is a special appointment position that\r\nwill serve at the pleasure of the appointing authority.\r\nThe Office of Budget Analysis has a flexible telework\r\npolicy, with the option to be fully in person or to telework several days a\r\nweek.\r\n

Budget\r\nAnalyst I, Operating Grade 15\r\nBudget\r\nAnalyst II, Operating Grade 17\r\nBudget\r\nAnalyst III, Operating Grade 19\r\nBudget\r\nAnalyst IV, Operating Grade 21\r\n

LOCATION OF POSITION

45 Calvert Street, Annapolis, MD 21401\r\nTelework eligible\r\n

Main Purpose of Job

This position will serve as Budget Analyst within the\r\nMaryland Department of Budget and Management. This position has direct\r\nresponsibility for analysis of operating budgets to assigned State\r\nagencies. If hired you will:\r\n* Conduct reviews of all budget expenditures of Executive\r\nBranch units of government;\r\n* Make recommendations to the Secretary of the Department\r\nfor greater efficiency in those units,\r\nand to support the policy goals and objectives of the Moore\r\nAdministration;\r\n* Analyze and prepare budgets of assigned agencies;\r\n* Assist in the management of the States operating budget\r\nprocess;\r\n* Review and analyze agency performance data.\r\nThe selected candidates should have:\r\n* An understanding of budget and policy analysis;\r\n* Strong analytical skills, including understanding of\r\nmathematical concepts and an ability to review, manipulate and analyze data in\r\nMicrosoft Excel;\r\n* Excellent written and verbal communication skills;\r\n* An ability to write clear reports and make presentations\r\non budget recommendations to senior management and other officials;\r\n* An ability to work independently, in teams, and under\r\npressure. The selected candidate should be available to work extended hours as\r\nrequired to meet budget deadlines, typically at times during the formulation of\r\nthe Governor's Budget Allowance from September through January.\r\nNote that extended hours worked result in earned leave,\r\nwhich can be used at other times in the year.\r\n

MINIMUM QUALIFICATIONS

Master's degree preferred from an accredited college or\r\nuniversity in public administration, public policy, business administration,\r\neconomics, finance, or a related field. Applicants currently enrolled in a\r\nMaster's program are eligible to apply.\r\nBachelor's degree and equivalent relevant experience as\r\ndetermined by the search committee also eligible to apply.\r\nThe grade an applicant will be hired at (Budget Analyst I,\r\nII, III or IV) will be determined by the search committee based on a\r\ncombination of relevant education and work experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

* Experience in budget formulation, including economic\r\nanalysis or budget planning, formulation, review or management;\r\n* Masters degree in one of the fields mentioned above, or\r\nBachelor's degree with equivalent experience as determined by the search\r\ncommittee;\r\n* Experience working in the areas of State government, such\r\nas health care financing and administration, government services (facilities\r\nmanagement, information technology, etc.), social services, primary and\r\nsecondary education, higher education, public safety and juvenile services, or\r\nnatural resources and the environment;\r\n* Experience in performance budgeting concepts;\r\n* Proficiency using Excel, including knowledge of formulas\r\nand pivot tables.\r\n
