\r\n\r\n\r\n\r\n\r\nTHE DEPARTMENT\r\nThe Alameda County Social Services Agency (SSA) is\r\ncomprised of almost 2,400 men and women working collectively and in partnership\r\nwith community-based organizations, neighborhood groups and policy makers to\r\nserve the needs of the community. SSA provides services through its\r\nadministration and operating departments. Administration includes Finance,\r\nGovernment and Community Relations, and Human Resources. SSA's operations\r\nincludes Adult and Aging Services, Children and Family Services, and Workforce\r\nand Benefits Administration.\r\nThe Social Services Agency assists one out of four of\r\nAlameda County's residents. They perform social casework of an\r\nadvanced nature for children and families while dealing with complex problems\r\nunder the time limitation and responsibility imposed by court action; and\r\nperform related duties as required.\r\nChild Welfare Worker II positions are located in the\r\nSocial Services Agency, in the Department of Children and Family Services.\r\nTHE IDEAL CANDIDATE\r\nThe ideal candidates for the position of Child Welfare\r\nWorker must possess knowledge of the laws and principles related to child\r\nwelfare. They must possess a broad knowledge and understanding of normal child\r\ndevelopment and how trauma impacts the developmental process. The successful\r\ncandidates will have the skill and ability to conduct client interviews,\r\nassessment and crisis intervention activities. They will understand normal\r\nfamily functioning and how this functioning is impacted by trauma and loss. Incumbents\r\nin the position will exercise sound judgment in making diagnostic risk\r\nassessments and decisions regarding placement of children and handle\r\nhigh-pressure, crisis situations professionally and be able to extract\r\nappropriate information during such situations. They must be able to work with\r\na variety of individuals with varying degrees of mental health functioning,\r\nliteracy, coping abilities and life skills. MINIMUM QUALIFICATIONS

EITHER I\r\nExperience:\r\nThe equivalent of one (1) year of full-time experience as\r\na Child Welfare Worker I in the Alameda County classified service.\r\nAND\r\nRecommendation for promotion based on recent performance\r\nevaluations.\r\nOR II\r\nEducation:\r\nPossession of a master's degree in Social Work from an\r\naccredited school of social work, which included a supervised field placement\r\nproviding social casework and counseling services to individuals and\r\nfamilies.\r\nOR III\r\nEducation:\r\nPossession of a master's degree from an accredited\r\ncollege or university in Counseling, Clinical Psychology, Sociology, Education\r\nor an equivalent field (Vocational Rehabilitation majors not acceptable).\r\nAND\r\nExperience:\r\nSatisfactory completion of two (2) semesters of\r\nsupervised field work in an agency involved in the provision of direct services\r\nto families or children in one of the following or closely related areas:\r\nchild welfare, family counseling, juvenile probation, pediatric social work,\r\nalcohol and drug counseling, school social work, or school\r\ncounseling.\r\nOR\r\nExperience:\r\nThe equivalent of six (6) months full-time post\r\nbaccalaureate professional work experience which involved the provision of\r\ndirect services to families or children in one of the areas previously\r\ndescribed.\r\nLicense:\r\nPossession of a valid California Motor Vehicle Operator's\r\nlicense.\r\n\r\n\r\nNOTE:The\r\nCivil Service Commission may modify the above Minimum Qualifications in the\r\nannouncement of an examination.\r\n

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will\r\npossess the following competencies: \r\nKnowledge of:\r\n\r\n Principles\r\n of sociology and psychology relating to normal and abnormal human behavior\r\n and family and community dynamics.\r\n\r\n\r\n Child\r\n development and parenting skills.\r\n\r\n\r\n Interviewing\r\n techniques, including crisis intervention and counseling methods.\r\n\r\n\r\n The\r\n role of the Agency in the treatment plan and the Social Services Agency's\r\n policies, procedures, programs and services.\r\n\r\n\r\n Community\r\n resources.\r\n\r\n\r\n Legal\r\n definitions of sexual molestation, physical abuse, general neglect,\r\n incest, failure to thrive, emotional abuse, medical neglect and other\r\n details of laws relating to child abuse reporting and other related areas\r\n of law. \r\n\r\nAbility to:\r\n\r\n Work\r\n cooperatively with varying interests and coordinate them towards achieving\r\n case plan and solving problems.\r\n\r\n\r\n Set\r\n limits to assist clients in taking steps toward greater self-sufficiency.\r\n\r\n\r\n Write\r\n clear, concise and descriptive reports under time restraints.\r\n\r\n\r\n Exercise\r\n sound judgment in making diagnostic risk assessments and decisions\r\n regarding placement of children.\r\n\r\n\r\n Deal\r\n effectively with hostile, disorganized or aggressive clients.\r\n\r\n\r\n Accept\r\n supervision and consultation.\r\n\r\n\r\n Handle\r\n high-pressure, crisis situations professionally and extract appropriate\r\n information in such situations.\r\n\r\n\r\n\r\n\r\n Learn\r\n and use various computer applications such as word processing and\r\n databases.\r\n\r\n\r\n\r\n\r\n\r\n

EXAMINATION COMPONENTS

The examination will consist of the following steps:\r\n1. A review of applicant's application\r\nand supplemental questionnaire to verify possession of minimum\r\nrequirements. Those candidates who possess the minimum requirements for the\r\nclass will move on to the next step in the examination process.\r\n2. An oral in-person interview which will be\r\nweighted as 100% of the candidate's final examination score.
