Position: Quality Control Manager (Federal Construction - USACE/NAVFAC)

Location: Fort Hood, TX (Traveling)

Job Summary

The Quality Control Manager (QCM) provides leadership, coordination, guidance, and technical expertise in all areas of quality management for federal construction projects. Responsible for the implementation and administration of the Contractor Quality Control (CQC) Program in accordance with contract requirements, USACE/NAVFAC standards, project specifications, and Yates quality management processes.

The QCM serves as the primary point of contact with Government Quality Assurance Representatives and is responsible for ensuring all work is performed in compliance with contract documents, federal regulations, applicable codes, and established quality standards. This position coordinates all quality control activities to deliver safe, compliant, and defect-free projects while supporting operational excellence and exceeding client expectations.

Quality Leadership & Compliance
  • Work with Project Managers, Superintendents, engineers, and trade partners to develop processes and procedures that achieve 100% compliant work and exceed client expectations.
  • Develop, implement, and maintain project-specific Contractor Quality Control (CQC) Plans and Quality Management Plans.
  • Act independently as the designated Quality Control Manager (QCM) while coordinating all quality functions without impacting project schedule.
  • Ensure full compliance with contract specifications, approved submittals, applicable codes, UFC requirements, and federal construction standards.
  • Serve as an advocate for Yates Construction by promoting quality as a core organizational value.
  • Maintain active relationships with government representatives, design professionals, consultants, testing agencies, and industry organizations.
  • Assist project teams with constructability reviews, specification reviews, and risk mitigation planning during preconstruction and execution phases.
  • Provide leadership, training, mentoring, and coaching to project teams regarding quality management processes and contractual quality requirements.
  • Participate in project meetings, partnering sessions, progress meetings, and quality control coordination meetings.
Federal Quality Control Program Administration
  • Administer the Contractor Quality Control Program in accordance with USACE, NAVFAC, and project-specific contract requirements.
  • Serve as the primary interface with Government Quality Assurance Representatives, Resident Engineers, Contracting Officers, and project stakeholders.
  • Manage and document the Three Phases of Control program:
    • Preparatory Phase
    • Initial Phase
    • Follow-Up Phase
  • Conduct and chair Preparatory and Initial Phase meetings for Definable Features of Work (DFOW).
  • Develop, maintain, and update quality control templates and DFOW documentation.
  • Ensure all contractual quality requirements are properly implemented and documented throughout project execution.
  • Utilize RMS/QCS or government-required management systems to maintain quality records and project documentation.
  • Conduct routine site inspections and observations of work in place.
  • Verify all work complies with contract requirements, plans, specifications, approved submittals, and industry standards.
  • Coordinate and document inspections, testing activities, and third-party verification services.
  • Review test reports, inspection records, laboratory results, and commissioning documentation.
  • Determine, communicate, and document deficiencies and ensure corrective actions are implemented and verified.
  • Maintain NCR (Non-Conformance Report) logs, deficiency logs, punch lists, and corrective action tracking.
  • Examine work areas to verify all required work has been completed and conforms to contract requirements.
  • Conduct daily quality observations and document all quality-related activities and findings.
  • Review shop drawings, product data, material certifications, mockups, and submittals for contract compliance.
  • Verify materials received on-site conform to approved submittals and specifications.
  • Ensure materials are properly stored, protected, and installed according to manufacturer requirements.
  • Maintain complete and accurate records providing factual evidence that all required quality control activities, tests, and inspections have been performed.
  • Prepare and maintain:
    • Daily QC Reports
    • Weekly QC Reports
    • Deficiency Logs
    • Test Reports
    • NCR Logs
    • Preparatory and Initial Phase Reports
    • Quality Metrics and Trend Reports
  • Support project closeout activities including punch list completion, turnover documentation, warranties, O&M manuals, and final quality certifications.
Technology & Continuous Improvement
  • Work closely with the Quality and Construction Science Department to leverage technology and innovation that improve quality performance and reduce project risk.
  • Support implementation of digital quality management tools such as Procore, RMS/QCS, BIM platforms, and other construction technologies.
  • Identify opportunities for process improvement and standardization across projects.
Safety Responsibilities
  • Work closely with project leadership and Site Safety Health Officers (SSHO) to support safe project execution.
  • Responsible for refusing unsafe work and carrying out duties in accordance with Yates Safety Procedures and Work Practices.
  • Report incidents, near misses, hazards, and unsafe conditions to management.
  • Participate in workplace inspections and safety audits.
  • Ensure quality activities are coordinated with site safety requirements and federal regulations.
  • Wear and maintain required PPE at all times.
  • Assist in ensuring trade partner compliance with OSHA standards, EM 385-1-1 requirements, Yates Site Specific Safety Plans, and applicable safety regulations.
  • Attend and actively participate in pre-task planning, safety meetings, and required training programs.
  • Demonstrate Yates Core Values and Principles.
  • Follow the Yates Code of Conduct.
  • Perform other duties as assigned in support of successful project completion.
Qualifications
  • Associate's degree, Bachelor's degree, or higher in Construction Management, Engineering, Quality Management, Architecture, or a related field preferred.
  • Equivalent combinations of education, military experience, and construction experience may be considered.
  • Minimum five (5) years of construction quality control experience.
  • Minimum seven (7) years of commercial, industrial, federal, or heavy civil construction experience preferred.
  • Experience serving as Quality Control Manager or Quality Control Representative on USACE, NAVFAC, DoD, VA, GSA, or other federal construction projects strongly preferred.
  • Demonstrated experience implementing and managing large-scale, complex Quality Control Programs.
  • Experience with Design-Build and Design-Bid-Build project delivery methods preferred.
  • Ability to read, understand, and interpret plans, specifications, contract documents, and technical requirements.
Certifications Required
  • Construction Quality Management for Contractors (CQM-C) Certification or ability to obtain prior to project assignment.

  • OSHA 30-Hour Construction Certification
  • EM 385-1-1 familiarity and federal safety compliance experience
Requirements
  • Thorough knowledge of construction quality management principles, standards, and best practices.
  • Strong understanding of USACE and NAVFAC quality control procedures and federal contract requirements.
  • Working knowledge of International Building Code (IBC), UFCs, UFGS specifications, and applicable construction standards.
