Job Description

The 340B Drug Pricing Programhas become a critical issue impacting AbbVie's business. Originally designed to help safety-net hospitals and clinics give better care to underserved communities, it has now grown exponentially and deserves a greater level of focus. Over the past few years, AbbVie has implemented important strategies and policy changes to tackle this growth, but its impact on AbbVie's portfolio and the complexity of 340B-related issues now require a more dedicated, strategically resourced approach. 

Therefore, AbbVie has established a high-profile 340B Center of Excellence (COE)that brings together a team of experts who will utilize analytics and insights to drive strategy, proactively address the growth of 340B, and create new solutions to issues identified within the program. COE leaders will work with Government Affairs and Legal to develop longer-term solutions and shape reforms while simultaneously collaborating with essential partners including Marketing, Finance, Market Access, Public Affairs, and other key partners to deliver meaningful business solutions and impact. 

The 340B Strategy and Innovation Associate Directorreports to the 340B Strategy and Innovation Director and is an expert in the business implications and operations of the 340B program. The Associate Director is a member of a group that monitors the external landscape to identify areas of 340B exposure and related growth drivers and helps develop near- and long-term strategies to address findings and optimize growth. 

The Associate Director will: 

  • Support both internal and external stakeholders in 340B related requests, disputes, and general inquiries  

  • Develop investigative capabilities to initiate good faith engagements and manage 340B audits and ADR activity. 

  • Develop materials and studies to upskill the 340B knowledge of internal and external stakeholders. 

  • Inform advocacy efforts (federal, state, advocacy groups, and market influencers). 

  • Work closely with the 340B COE Business Operations group to drive Center of Excellence deliverables. 

Primary responsibilities for this leadership position include, but are not limited to: 

  • Member of a high-performing team, fostering a positive culture and ensuring high levels of cross-functional coordination and strategic/tactical planning through ongoing communications. 

  • Execute 340B strategies and enhancements to AbbVie policy; establish and monitor workstreams and provide leadership updates. 

  • Develop Good Faith Inquiry/Engagement processes and build a platform supporting incoming and outgoing inquiries. 

  • Partner with Legal to create an "audit-ready"process and documentation capture. 

  • Investigate anomalous activity to inform 340B COE initiatives, strategies, and policies. 

  • Support the COE's 340B audit process (both initiation and response) and serve as the point of contact for third-party auditors. 

  • Scan the market for 340B growth trends and emerging tactics and recommend potential actions. 

  • Investigate internal 340B cases referred to the COE and work toward resolution. 

  • Collaborate with the 340B COE Business Operations group on initiatives and new findings. 

  • Monitor statutory and regulatory changes related to the 340B program and coordinate with stakeholders across the enterprise to ensure ongoing compliance. 

  • Work with AbbVie 340B federal and state legislation colleagues to provide guidance as needed. 

  • Develop data and analyses to support third-party advocacy efforts. 

  • Liaise with AbbVie's Pipeline Team and Business Development to provide 340B insights. 

  • Develop organizational 340B training and increase enterprise 340B knowledge. 

  • Engage with external 340B stakeholders to support 340B related requests, disputes and general inquiries as it relates to Trade/Wholesale, AbbVie specific policies,   

  • Build strong internal relationships with key stakeholders including Legal, Government Affairs, Public Affairs, Finance, Market Access/Trade, Employer Teams, MABI, BTS, and others. 

  • Independently identify, troubleshoot, and resolve issues while exercising sound judgment and taking initiative with minimal oversight. 

Qualifications
  • Bachelor's degree required; Master's degree preferred. 

  • Minimum of 7 years in the healthcare industry with significant 340B strategic and operational experience. 

  • Experience working within the 340B program at a TPA, hospital, or related 340B stakeholder organization. 

  • Leadership experience and influencing cross-functional partners is essential for success. 

  • Experience building and executing processes. 

  • Candidates should have a working knowledge of the compliance and regulatory environment for manufacturers in the pharmaceutical space.

  • Ability to articulate a vision and strategy. 

  • Problem solving creativity and resourcefulness to "think outside the box". 

  • Possesses a curious and persistent mindset, comfortable in ambiguity. 

  • Ability to simplify the complex and identify what's is essential

  • Excellent leadership, management and organizational skills, along with problem solving, conflict resolution and team building.  

  • Ability to effectively plan, prioritize, execute, follow up and anticipate problems. 

  • Ability to lead across multiple functions (sales, managed healthcare, trade, marketing).
